2017 is an important year for the implementation of the spirit of the National Conference on Health and Health and the implementation of the 13th Five-Year Plan for Deepening the Reform of the Medical and Health System.To the traditional medical institution positioning reform is urgent,the traditional management mode has been unable to adapt to the current stage of hospital development,the managers have realized that the long-term development of hospitals must rely on modern management mode.Performance management is an important part of human resource management activities,and is one of the most important management links in the organizations at home and abroad.At the stage of the continuous and deep reform of medical and health care in China,the first step is to abandon the original methods of personnel management in hospitals,apply performance management to human resources management activities in hospitals,and establish a scientific performance management system,which is an important source of maintaining the competitive advantage of hospitals,and an important guarantee that hospitals maintain a high level of development and take advantage in today's highly complex and continuously changing environment.It is an important basis for scientific evaluation of hospital development,improving the quality of medical service and standardizing medical behavior,and it is also an important push additive to speed up hospital development.At the same time,in the process of hospital internal management,optimizing and perfecting the performance management can provide the index basis for the employee appraisal,improve the employee performance treatment level,strengthen the incentive effect and improve the continuous performance,thus promoting the overall development of the hospital.On the basis of this,according to the relevant theory of performance management at home and abroad,combined with the requirement of the current reform policy of public medical and health care,this paper finds out the problems and the contents that need to be optimized in the performance management of S hospital,and makes scientific and feasible optimization and reconstruction,and improves the effectiveness of the cycle of performance management.Through the analysis of the present situation of performance management,based on the premise of objective management,the balanced scorecard is used as the main evaluation method,and the performance management system is based on workload.So that it can adapt to the new normal in the application process,improve the current situation of operation and management,improve the performance level of medical personnel,make the performance management to be applied and serve the daily management process of hospitals,and in the application process,keep the practicability and advance of the performance management system,and provide reference for other hospitals and the medical and health industry.
