Objective:A stratified random sampling has been used to select maternal and child health(MCH) institutions for investigation at provincial,city and county levels in China.In viewof the different functions and characteristics of MCH institutions at three levels,the studyaimed to establish the performance assessment indicator system respectively by usingexpert consultation and a variety of mathematical statistics to filter indicators and calculateweight coefficient.A comprehensive evaluation and sort were carried out by using a varietyof comprehensive evaluation methods according to the data of the MCH institutions.Finally,the MCH hospital which has the optimal performance was analyzed as a case tomake references for the performance evaluation of MCH institutions.Contents and methods:This study includes three parts.The first part:The study on filtering and weighting of indicators.Totally 8 provincial MCH institutions (including Beijing),21 city-level MCHinstitutions and 48 county-level MCH institutions were chosen randomly to be researchsubjects.Six major categories of indicators were formed to reflect the performance of theinstitutions and the most representative indicators by the methods of Subjective EvaluationAnalysis,Discrete Trend Analysis,Correlation Coefficient Analysis,Principal ComponentAnalysis,Factor Analysis and Cluster Analysis.Ultimately,the weight of indicator wasconfirmed by using Delphi Method and CRITIC method. The second part:The integrated evaluation on performance of MCH institutions atthree levels.The integrated performances of above-mentioned institutions were assessed andranked by using AHP and TOPSIS methods after standardized the indicator.The third part:A case studyShanxi MCH hospital was the best among the 7 provincial institutions,and it wasselected as the case for.this study has been chosen as a case with performancemanagement.The measures and the effectiveness of performance management in ShanxiWCH in recent years has been summed up by using theoretical analysis and relatedstatistical methods so as to discuss the internal causes how to be the best performanceinstitution.Results:The performance assessment research shows that six major categories of indicatorsinclude efficiency,medical care quality,women and children's public health,economicbenefit,social benefit,development potential have been chosen by five methods.Finally,the24 most representative indicator of province,27 indicators at city level and 30 at countylevel have been filtered and the weight have been confirmed by using Subjective scoringand CRITIC method.The integrated performance assessment was carried out at three levelsrespectively.Various assessment methods including AHP and TOPSIS methods showedthat the fouth institution (Shanxi MCH hospital) in the eight provincial-level institutions(Beijing excluded) was the optimal performance.The case study showed that someperformance management measures such as accurate positioning,system perfecting,qualityimproving,characteristic outstanding,process optimizing and innovative exploring were thekey points to make the MCH acquire better economic benefits and social benefits,realizethe quick,healthy,sustainable development initially. Conclusion:1.The established indicator system is effective,credible,objective and specific.2.The indicators have strong representative,high sensitive and independent characteristics.3.The ways to indentify the weight of indicator are scientific,comprehensive and accurate.4.The results which were drawn by various assessment models are basically consistent.The general evaluation has achieved the lowest error and the most confident results.5.The assessment results have strong persuasion and consistent with the social appraisal.Summary:1.Innovations of the study①Firstly,the study used scientific methods to establish a comprehensive structuremodel of the performance assessment of MCH institutions.②Secondly,the study established the indicator systems respectively at provincial,cityand county levels according to the characteristics of the MCH network system,soas to meet the needs of the institutions at different levels.③Thirdly,the study combined with the case study was able to enhance the credibilityof the conclusions.2.Recommendations on continuing this study①Continuing to improve the evaluation indicator system.②Seeking a more simplified assessment approach.③The goal of the organizational development should be the ultimate goal of theperformance assessment and management.④Performance assessment and performance management should be combined withquality assessment of the institutions.⑤Establishing a performance-oriented organizational culture.⑥Exploring and establishing the performance assessment and performancemanagement model which is suitable for MCH institutions of China. ⑦Integrating with the information management system of MCH institutions todevelope the software and computer network of performance assessment.
