Research On The Performance Management In The Z Hospital Based On The Balanced Scorecard

Public hospitals as a non-profit institutions,is the subject of providing basic medical services for the people,but in recent years,due to the hospital's management of a series of problems in the performance evaluation of public hospitals leads to excessive pursuit of financial indicators,does not conform to the society and people's Hospital of the public's expectations,intensification of the doctor-patient conflicts,so the state began the performance evaluation of public hospital reform.This article analyzes the new medical reform process and the performance of public hospitals to implement the situation,studying the relevant theories of performance,performance management,balanced scorecard,query examples of implementation of the Balanced Scorecard performance reform and a large number of domestic and foreign hospitals and enterprises,with a three domestic public hospital Z hospital as the research object,the performance evaluation system the Z hospital for interpretation and analysis,summed up the defects of Z hospital performance system,and analyzes the feasibility of applying the Balanced Scorecard to evaluate the performance of the Z hospital.A preliminary evaluation index balance scorecard based on the performance of Z hospital,two or three hospital level and determine the final evaluation index by Delphi method,the AHP and expert scoring method to determine the weights of the two level and three level index,index evaluation based on the college level performance,and design the performance evaluation index clinical department director level and post,the last balance scorecard Z hospital performance evaluation system based on the proposed implementation for Z hospital.
