Since 2005, with the transfer of SG strategic relocation, SG is located in Hebei, Qian'an, Qinhuangdao, Caofeidian, steel plants have been completed and put into production, production capacity increased rapidly, forming a steel production layout, the steel business management has developed into a regional management. In order to adapt to the changing situation demands, solve the raw material to supply, implement the corresponding adjustment to the procurement and supply management, purchasing, and supply management mode to execute the SG Group Steel industry. In the iron and steel enterprises "supply - production - sales" of the logistics chain, procurement as the input link, link is the main and the external market, security is also the internal production. Purchasing a fluctuation, iron and steel production immediately affected, plays a vital role, in the iron and steel enterprises at the same time, the purchase cost of raw material and fuel for the total cost of steel is about 60%-65%, the effect of play a decisive role to achieve business objectives. The resources allocation and procurement costs are closely linked, and whether the enterprise profit, the profit is directly related to how much, become the key factor to enhance the operational capacity of iron and steel enterprises.In this paper, the SG focus on schedule management system project procurement plan is a topic, along with the continuous development of SG, the traditional sense of the original fuel resources already can not adapt to the change of the procurement and supply management, therefore, need to change, SG Corporation for the allocation of resources to change the mode of project management. But due to the lack of systematic theoretical support and experience, many problems still exist, and the development and evolution of these problems, will become the bottleneck hindering the development of SG. Using the advanced project management ideas and methods, tools to study the SG raw fuel procurement project resource allocation, starting from the planning, implementation and monitoring, to apply, economy, timely, cooperation as the goal, give full consideration to the characteristics of the supply of SG Corporation to purchase, construct the SG own development the resources the configuration system needs. For in-depth analysis of the iron and steel enterprises are facing the business situation, the importance of the allocation of resources in the business process in iron and steel enterprises in the procurement process; description of the development and evolution of the procurement and supply management, centralized procurement management mode of the current analysis, put forward the advantage of rational allocation of resources in the aspects of management mode and inadequate; using the basic theory and methods of project management, and puts forward the control node, resource allocation control strategy, the formation of the centralized procurement organizational structure and business processes to formulate a more perfect adaptation to the SG centralized procurement scheme for the allocation of resources.
