With the deepening of China’s urbanization process in recent years, more and moreinvestments in basic infrastructure projects being inputted, there has been a largenumber of "cluster" projects came out, which were large-scale investment, longduration and has huge social impact.The construction of these projects assumed animportant economic, cultural, and had an important impact on China’s economic andsocial development. During the actual construction process, these projects can bedivided into mutual influenced sub-projects which were implemented at the same timeand sharing organizational resources. Program Management came into being. Especiallydue to the similarity of the sub-projects and the competition in terms of money, time,materials, personnel, therefore, how to allocate the resources efficiently to avoidresource conflicts between the projects and improve resource utilization efficiency is thekey parts of the project groups management. As the most valuable resources of theconstruction project, human resources has some problems in program management suchas, job rights and responsibilities for profits is not clear, and the dynamic configurationof the human resources unreasonable and the results of the allocation of humanresources missed and etc. All those issues should be resolved immediately. In the paperwe research the allocation issues to solve the conflict of human resources during theconstruction project group, has certain significance in both theoretical and practical.The article is on the basis of that the sub-projects is interrelated and sharingstrategic objectives resources allocation, besides, the characteristics were taken intoconsideration such as combined with the construction project process is complex,logical relationship, liquidity, short time and temporary demand for huge resources andetc. Through the analysis, there are three problems found: organizational settings andthe division of responsibilities is unreasonable, irrational allocation of human resourcesand the lack of effect evaluation in the allocation of hunman resources. Then studiedthose problems from the allocation of human resources.First, starting from the process of allocation of human resources, construction enterpriseproject group of human resource allocation system is builded to do some in-depthanalysis on the existing organizational structure of the project, and on this basis, athree-layers organization structure is founded, in this structure, the project group officemanage in total and the sub-office cooperate and support. To avoid the project staff capacity assess is not accurate, energy level principlewas used to establish the capability levels evaluation method of both senior and lowermanagers. Besides, the dynamic management process of construction enterprise humanresource was build to solve the dynamic personnel capability problem.About the sub-projcet choice of the project group, we take both strategic level andproject implementation level into consideration, then established the comprehensivepriority evaluation index of multy projects. To avoid the strong subjective in theevaluation process and raises the reasonable evaluation, we use the Entropy Method.To minimizing the costs and shorted the total duration, we structured the dynamicconfiguration optimization model, then solve the model use the immune algorithm. Allthose can achieve the optimal allocation of human resources in the constructionenterprise project group.Finally, all these research results were applied to the construction enterpriseProgram Management, to prove the feasibility and effectiveness of the method of thisstudy.
