The Development of health service of frontier area and minority be restricted by a"bottleneck" That will be improved is necessary for some of the health sectors. Overall quality of hospital would be give expression from quality of personnel. But now the reality is that the qualified people is a key of the clinical skills level and medical quality in a hospital,that is important to solved the problem of lost qualified health people as a variety of reasons to sustainable development of frontier area hospital when competition is fierce in health care market. The H hospital is a largest in the area, and has a enough staff and self-contained facilities,we will take the hospital as a example,using the investigation method, analysis the reason of lost qualified health people in medical institutions in the area.via the mode of theory and practice,throw out a suggestion for kept the stability of qualified people, and improved the administration, and impelling the flow of talent to be reasonable, after that, has to improve the develop of training of qualified health people in the minority area draw lessons from this.In the study, we will work to use some theory and analysis tools that include qualitative analysis, quantitative analysis method and basic statistical analysis from hospital administration, human resource management, organization behavior, We found out why the brain drain under multiple factors, same time, we will get some result when use the experience of hospital people management both here and abroad for reference and reference to relevant theories and research findings. Finally, we can to table some proposal as the way that is Focus on team-building, provide the best possible treatment for person of extraordinary ability, Pay attention to personnel training in the hospital, National policy support,to deal with a situation as avoid lost qualified health people.Thesis on H field hospital surveys and studies on brain drain empirical analysis to theoretical and practical combination is proposed to keep the border areas of the hospital health personnel stability, improve the appropriate management mechanism to standardize the rational flow of talent countermeasures and suggestions for promoting the health care personnel in the national area for reference.
