In 2018,the State-owned Assets Supervision and Administration Commission,the Development and Reform Commission and the Ministry of Finance issued the Notice on Matters Related to Further Promoting the stripping of Independent Industrial and Mining Areas of State-owned Enterprises from their Social Functions.In recent years,with the continuous deepening and reform of the medical system,state-owned enterprise hospitals in Hebei Province need to find out their own suitable mode and widely absorb talents,but Hebei Province has not carried out this research.With the continuous development of the market economy in our country,the competition between state-owned enterprise hospitals and other types of hospitals is increasingly fierce.In the final analysis,the competition among hospitals is the competition of talents,and the brain drain is the most critical problem in the competition of talents.This study uses relevant theories and models of management and human resource management,literature review,questionnaire survey,in-depth interview and other research methods,combined with relevant statistical research tools,to kind out the talent structure of a state-owned hospital in Hebei Province,conduct a survey of staff turnover intention,and track and interview the staff who have left the hospital in the past five years,so as to understand the current situation of brain drain in the hospital.To find out the causes of brain drain in hospitals under various influencing factors:lack of balance in salary treatment;The staff growth mechanism is not perfect;Medical workers are overworked;Lack of personnel and distribution system;Lack of leadership decision-making ability.Finally put forward the establishment of competitive salary system;Expand the professional development space of talents;To reduce the pressure on medical staff in their work and life;Implement a scientific evaluation and distribution system;Optimize the ways and countermeasures to avoid brain drain,such as talent introduction and management strategies.
