Research On Improving The Management Efficiency Of Disease Prevention And Control Institutions In Shijiazhuang

Along with the social development and improvement of residents’ demand for health, disease prevention and control institutions as the important department for disease prevention and control, ensuring people’s health, is aroused more and more attention. In recent years, the government increased the investment of the institution of disease prevention and control of year by year, improving infrastructure, funding and equipment investment increased year by year, but the investment to the institution of disease prevention and control is reasonable or not, whether to give full play to the efficiency and output maximization, the input and output is in line with the current situation and meet the national, provincial and municipal standards or not, these problems are related to the effective improvement of the health level of residents. Therefore, to the input and output efficiency of the institution of disease prevention and control, it requires a relatively scientific and perfect evaluation system to evaluate. Through the evaluation set or adjust the next step of work strategy and investment focus and orientation, it can more effectively play the role of institution of disease prevention and control, thus ensure residents health and improve the level of residents’ health. Based on relevant literature retrieval, found that the domestic study of input and output aspects of institution of disease prevention and control is less, more focus is on the input or output of a single study, more descriptive analysis method is given priority to be taken as the analysis method, few use the statistical method to do the related research on the institution of disease prevention and control. In this paper, by reference to related research both at home and abroad, and the investment from 2009 to 2014, of the institution of disease prevention and control of Shijiazhuang, in human resources, infrastructure construction, mainly hardware input as evaluation index, based on children’s immunity vaccination rates, incidence of infectious diseases, public health emergency disposal situation, the scientific research as the main output indicators, establish Shijiazhuang input-output efficiency evaluation system of institution of disease prevention and control. By analyzing input and output index, on the basis of using data envelopment analysis(DEA) to the input and output efficiency of comprehensive research and analysis of the institution of disease prevention and control of Shijiazhuang city, found that quantity, quality and structure of the human resources is unreasonable, funds investment is insufficient and public while. According to these problems, puts forward some countermeasures and suggestions for the development plans of the disease prevention and control department, provide the reference basis to the optimization of the allocation of resources of disease prevention and control.
