Objective:Explore the principles and methods of the three-stage DEA model,the three-stage DEA model was used to explore the input-output efficiency of 79 hospitals in Henan province(including general hospitals,Chinese medicine hospitals and specialist hospitals).As well as financial,science and education investment and other environmental factors on the efficiency of the impact.Methods:Using the "Henan Province Health and Life Finance Annual Report" in 2015 as the main source of data,collected data on the number of health technicians,the average number of open beds,the number of fixed assets,the number of medical personnel,the number of people discharged,the business income and so on.The three-stage DEA model is used to measure and analyze the input-output efficiency before and after the impact of the policy environmental factors and random errors.Results:1.The results of the first stage DEA model show that the mean operating efficiency(TE1)is: Specialized Hospital(0.769)> General Hospital(0.750)> Chinese Medicine Hospital(0.712);The pure technical efficiency mean(PTE1)is: Chinese medicine hospital(0.811)> specialist hospital(0.790)> general hospital(0.768);The scale efficiency mean(SE1)is: General Hospital(0.976)> Specialist Hospital(0.970)> Chinese Medicine Hospital(0.873).2.The second-stage SFA regression analysis showed that,for general hospitals,the increase in financial input will result in a waste of average open beds,but will increase the use of fixed assets.The increase in investment in science and education will increase the average number of open beds and the use of fixed assets.For Chinese medicine hospitals,the increase in financial investment will result in health workers,the average number of open beds and the loss of fixed assets investment,and the increase in science and education investment will increase the utilization rate of health workers and average open beds,reduce the efficiency of fixed assets.For specialist hospitals,the increase in financial investment will increase the use of fixed assets,but the increase in investment in science and education will result in three waste of investment.3.The third stage DEA model results show that,after excluding the influence of external environmental factors and random error variables such as financial input and science and education investment,the "net operating efficiency" of the general hospital has increased compared with the first stage,Chinese medicine hospitals and specialist hospitals "net operating efficiency" is reduced.Conclusion:1.The three-stage DEA model is feasible in estimating the input-output efficiency of public hospitals in Henan Province.2.There are still some room for improvement in the input-output efficiency of public hospitals in Henan province and above.3.Financial input,science and education investment and other external factors on the public hospital input-output efficiency differences,in practice should consider the differentiated financial subsidy policy.
