Background: The particularity of our region and the imbalance of economic development have led to the imbalance in the investment of health human resources in china,the eastern region is better then the central and western regions on the whole;This imbalance not only reflected in the number of personnel,structure,title,but also reflected in the input between the county,the basic medical facilities’ allocation and so on;At the same time,the imbalance also led directly to the western region of the limited level of human health resources output;In the face of the imbalance of health human resources investment in China,the current situation’s appear of the limited human health output in the western region,how to study the input and output of health human resources in western China under this background has more important significance.Objective: In this paper,through the construction of the index system of input and output of health human resources of western China county level medical institutions to study the overall situation of its input and output;Through the sorting analysis of input index and output index of health human resources,calculating the results of input-output;And the correlation factors are analyzed to find out the relevant factors influencing the input-output;Finally,through the comprehensive analysis of the paper to find out the impact of health investment in the western region of the main factos and the existing problems,and put forward feasible countermeasures and suggestions.Methods: Through collecting related data(Mainly from the CMB on the western China rural health manpower distribution and retention of the current research database,2012-2016 China Health Statistics Yearbook,the western sample county-level medical institutions related database)of the western China 11 provinces county level medical institutions(county people’s hospital,hospital,maternal and child health hospital);Using spss20.0 statistical software on the western county medical institutions in the health of human resources investment in the basic situation,the health of human resources output of the basic situation,in the way of adoption rate,ratio,graph,table and other descriptive statistical analysis method to express;The comprehensive analysis and correlation analysis of the input and output of health human resources of medical institutions in western China were carried out by using rank sum ratio method and typical correlation analysis method.Results: 1.Through the Delphi method to establish the human resources input and output index system of western China’s county level medical institutions,after two rounds of expert consultation to establish the final input indicators : health care ratio,the number of staff,the number of practicing physicians,the number of registered nurses and so on 20 indicators;output indicators are the daily average daily medical treatment of doctors,doctors per capita daily hospital bed day,the average annual discharge of doctors per capita,the average length of hospital discharge,3 diagnosis rate and so on 18 output indicators.2.Through the analysis of the input and output of health workers in the western medical institutions in western China,it can be seen that the health care ratio of all kinds of institutions are lower than the provisions of the Ministry of Health regulation at least 1:2 requirements;Male to female ratio imbalance,women are about 2 times the male;young and middle-aged technical staff accounted for more than 50% of all types of institutions;Deputy high and above accounted for a relatively low proportion,in addition to some medical institutions,all are less than 10%;Physicians per capita daily medical treatment is not high,lower than the national(30)person requirement;Physician annual per capita business income has a larger gap compared with the national average(77.70);the medical infection rate of all kinds of medical institutions in the medical quality was within 1.5%;The number of adverse reactions is also less,but the 2012-2014 overall present upward trend;County people’s hospital and county maternal and child health hospital cure rate is higher,basically more than 80%,while the county Chinese medicine hospitals’ cure rate is irregular participation,the overall cure rate is only about 60%.3.Through the rank sum ratio analysis we can see that the highest efficiency of input and output of the western county hospital is yunnan(2.0690),the lowest is qinghai(0.7825);The highest in the county chinese medicine hospital is yunnan(2.2203),the lowest is qinghai(1.2131);In county maternal and child health hospital the highest is sichuan(1.9811),the lowest is gansu(1.1271);Western county medical institutions input and output comprehensive ranking analysis shows: guangxi(2.0655)and sichuan(2.0885)in the high-end,tibet(0.9336)in the low,the remaining provinces are in the mid-range.4.Through the typical correlation analysis we can see that there are 99.80% and 99.70% of the explanatory percentage of the two pairs of typical variables,which indicates that there is a high correlation between the input and the output of health human resources;The actual number of posts on duty(0.936),the number of nurses(1.615)have a significant effect on improving hospital income;The number of physicians(0.903),number of nurses(1.257),number of secondary and above(0.828)have a significant correlation with the improvement of medical quality;The number of people discharged(2.085),cure rate(2.547),bed usage(2.193)have a significant correlation with the efficiency of health human resources output.Suggestions: 1.Strengthening the effective investment of health human resources in the western region,effective layout of the western region health human resources planning.2.Increasing the number of health human resources in the western region,raising the training of health personnel,solving the problem of shortage of talents.3.Improving the quality of human health resources in the western region,providing targeted medical education,perfecting the training system and system of health human resources in western china.4.Improving the efficiency of health human resources in the western region,perfecting the continuing education system of health human resources in western china.
