With the rapid development of China's market economy, people's living standards have been significantly improved, the people's demand for health services and public health management is greatly enhanced. The reform of the medical and health industry has gradually entered the deep water area, how to provide better health services to the people, and the contradiction between the growing demand for health care and the quality of medical health resources has become the focus of attention of the government and the people.According to a number of policy documents issued by the Health Planning Commission, to solve the problem of old people, a doctor, to solve the problem of hospital treatment, three long and one short phenomenon, reduce the contradiction between doctors and patients, strengthen medical quality control, reduce the incidence of medical accidents are all medical and health institutions need to address the urgent need to address. As the main supplier of the regional medical and health services, the major hospitals are the main force of the national health system reform. The new system and the evaluation standard of health care reform policies will promote the evolution of the medical and health institutions, which means that the large tertiary hospitals have both opportunities and challenges.Medical treatment is difficult and expensive, the queue waiting time is long troubled patients phenomenon for large hospitals is indeed unavoidable problems. For the hospital, due to the institutional and historical reasons, China's medical and health industry internal resource distribution is uneven, quality medical service resources are often concentrated in large cities of large medical service organizations (general for large hospitals), and the existing conditions can not achieve community hospital-Regional Central Hospital (large hospitals) three level referral and two-way referral; on the other hand, patients more trust with quality resources of large hospitals, regardless of illness, small to large hospitals. Which leads to large hospitals are overcrowded, municipal, deserted in community hospitals, can only rely on government subsidies to survive. And then expand the technical level difference between large hospitals and local hospitals, the patient gradually decreased gradually, the contradiction between doctors and patients.The paper describes the Yida hospital outpatient service flow case, show large 3 armour hospital outpatient service flow exists in the general problem of, and through using business process reengineering (BPR) and service management related theory, the problem of the reasons were analyzed. Through the business process analysis of the hospital out-patient clinic, outpatient inspection process, outpatient registration fee process, outpatient drug delivery process, etc...And through the information construction of auxiliary hospital business process reengineering to achieve.Optimization of hospital outpatient service process, not only can improve the hospital outpatient service and inspection of the actual experience, improve the hospital income, improve quality and efficiency provide strong support, but also further promote the hospital to optimize and adjust the hospital related process, realize the patient treatment process without paper, inpatient medical records electronic, clinical path standardization, improve the standard of hospital digital interoperability, help regional medical cooperation, and to achieve the three level and two-way referral to lay a good foundation, and ultimately achieve medical benefit, information management of medical reform ultimate goal.
