The Research On The Social Security Level And Its Moderation In Three Districts Of Southern Xinjiang

Social Security is a policy that the government through the implementation of economic means and services means, giving disadvantaged and poor family some material assistance to guarantee the basic living needs of members of society, avoiding the society unrest because of the large income gap. The level of social security is an important measure of the efficiency of social protection, it plays an important role in promoting or constraints country and region economic development. Low level of social security will not be conducive to the development of national and social indicators, as well as social unrest may occur or economic development lags behind, on the contrary, the government may bear exorbitant financial burdens because of the high expenditure of the high level, so a country or a region should have a moderate level of social security, only a modest level of social security can promote economic development and play a regulation effect.Since the social security has been built from hundreds of years of history, it always plays an irreplaceable role in the life of people. The international community in general to analyze the level of social security of countries from the perspective of the welfare, so foreign literature from the perspective of the level of social security is relatively less, although the level of social security in China literature research is more, but the object of study is relatively concentrated, the study in three districts of Southern Xinjiang is less, and its geographical location is too special, it has become an economic and social security development in Xinjiang’s regional representative, studying the social security level in three southern states of Xinjiang has important practical significance. Therefore, on the basis of the level of social security related theories, choosing the level of social security as the three southern states studied by examining the level of total social security expenditure, the micro and macro levels of social protection for the three southern states and scale described, using appropriate levels of social security model is analyzed and evaluated the proper level of social security, as well as the level of social security of the three south states in Xinjiang were compared. In the above, based on the relationship between the level of social security and economic development and the factors in the three southern states were analyzed. Finally, the level of social security area was summarized moderation, and put forward some measures and suggestions, noting the adjustment direction of future development.
