The Community Models For Seniors Based On The Concept Of Full Health Care

Faced with the problem of Aging Population, China’s State Council has issued a general guideline which engage in " build supportive system of social care services by planning Homebased Care as foundation, Community-based Services as reliance, and Facility-based Services as support".Seeing from the situation of the current 4% to the "Twelve Five" target 10%(Communitybased Services + Facility-based Services), we know that the proportion of institutional facilities for the elderly, from both quantity and quality, is far from adequate. Therefore, in the study, confronted with the supply-and-demand problem, author attempts to find a more optimized way for the senior housing services, that is, the Community for Seniors based on the concept of Full Health Care, trying to make a contribution to the development of the Age-friendly cities.The paper begins with the review of the study backgrounds and relevant concepts, then with both the experience of mature Continuing Care Retirement Community(CCRC)and China’s traditional filial culture, comes up with the research point on the construction of senior housing communities based on the core concept of "Full Health Care". First, explain the origins and the main content of Full Health Care. Second,state the definition of the Full Health Care Communities of seniors and clarify its overall position, location characteristics and focus points. After that comb the development process of the the senior housing service facilities, and pick some typical cases doing deep study at home and abroad, sum up with the successful experiences and quantitative datum, prepared for the model construction.The main part begins by presenting the planning concepts strategies. One is about choosing a healthy way of active aging. Second, the planning must do for the purpose of service and management.Third, we should respect for and learn from the local culture and Characteristics.After that, the content comes to the community construction part by building three platforms. One is the function platform. In the paper, author analyes the needs for seniors and sums up with six basic functions and four extend functions, also come up with the standards related to functions. The Second is the layout platform. Author begins with the nursing unit and care unit design strategies and then concentrates on the layout plan for senior housing communities. The third in the building process is management platform.It content with the market selection, development process and the post-construction management.Finally, author takes an actual project in Yi Xing as example to testify the construction theory of the Full Health Care Communities of Seniors.In this paper, author uses both the traditional qualitative and quantitative methods for scientific study to conduct a comprehensive exploration, providing a more quantifiable standard for the community planning, so as to help speeding up the establishment of Age-Friendly Cities.
