A Study On To Build The Water Rights Trading System Of Yanbian Area

With the rapid development of China’s economy and the rapid growth of population, water resource problem has increasingly"become the bottleneck of the development of national economy. Yanbian area is relatively abundant water resources.But as the population growth needs of water resources and industrial water pollution, the water resources become increasingly scarce, so in time of peace prepare for war to advancing the yanbian area the water rights trading system as soon as possible, is advantageous to the yanbian area of sustainable water resources.This paper discussed on the basis of property rights theory, draw lessons from for the water rights theory both at home and abroad, the theoretical study of the water rights trading in combination with the practical situation of China’s national conditions and the yanbian area, put forward the construction of a set of in line with the local situation of water rights trading system.The introduction part of this paper writing purpose, significance, research status at home and abroad, and studies the main content are introduced.The second chapter from the new institutional economics, the theory of property, summarizes the predecessors’view of water rights, the qualitative of water rights trading system in this paper, we study the concept of water rights.Summarized the water rights trading market characteristics and theory of water right transaction. The third chapter introduces the domestic and foreign water rights system construction practice, and the water rights system present situation of yanbian area, try to find the insufficiency, and the direction of the efforts.The fourth chapter according to current situation of yanbian area the water rights trading system, puts forward the establishment of yanbian area unified water resources management mechanism and institutions, to strengthen the construction of the system of water right trade laws and regulations of the yanbian region, strengthen the yanbian area water right initial allocation, build reasonable price system of water right transaction, yanbian area set up water rights trading center of the yanbian region,etc.Conclusion to the full text is summarized, and the problems for further study are pointed out and the direction.
