Research On Legal System Of Hunan Province’s Water Rights Transaction

The uneven distribution of water resources of spatial and temporal in Hunan,the serious pollution, the low utilization, which led to severe water scarcity in Hunan Province. Water rights trading have been successfully applied in our country and have resolved some local water crisis. Therefore, the research on water rights trading system in Hunan,not only help to optimize the allocation of water resources, but also to provide a theoretical and practical foundation for the construction of water rights trading system in China.Hunan Province is located in the middle reaches of the Yangtze River,Hunan has four major river systems Xiang, Zi, Yuan and Li.Hunan is located in the subtropical high pressure belt, each year in July and August are highly vulnerable to the subtropical high pressure, the emergence of late summer weather, seasonal rainfall leading to uneven spatial and temporal distribution of water resources.In in summer of 2013, some areas of Hunan dozens consecutive days without effective rainfall, leading to a serious shortage of drinking and irrigation. Seasonal variation in water, pollution and low utilization led to water shortages. The water rights trading in our country has solved many water crisis successfully, water rights trading can train people to improve the utilization of water resources, water conservation awareness. Therefore, water rights trading system research in Hunan, can help to not only optimize the allocation of water resources, but also to solve the seasonal water shortage problems.In 2014, Ministry of Water Resources issued a series of legal documents, specifically the basic issues and principles of water rights trading system construction, and in the seven regions of the country designated as a pilot water rights trading system for China’s implementation of water rights trading.The establishment of Hunan water rights trading system is based on the national implementation of the establishment of water rights trading background and Utilization of Water Resources Management in Hunan.On discussing the necessity and feasibility of Hunan water rights trading system as well as the challenges.The paper also talked about the combination of domestic and international experience related to water rights trading.Finally, the paper concerns the legislation in terms of security, system settings, and other related structures and regulatory agencies to establish a sound Hunan water rights trading system.
