Research And Implementation Of Water Rights Trading System Of Hami Thirteen Division Of Xinjiang

2010 Central Document No. 1, "the CPC Central Committee and the State Council on accelerating the development of water conservancy reform decision" to implement the most stringent water management system, strict management of water resources as a strategic approach for accelerating the transformation of economic development mode. The decision definitely sets up and improves the state water right system in establishing the total amount control system of water use, and makes full use of the market mechanism to optimize the allocation of water resources. Xinjiang thirteen division in response to the national Ministry of water resources "issued by the Ministry of water resources on deepening water reform guidance", and in order to reduce the area of the contradiction between supply and demand of water resources, actively carry out the work of a large number of water rights. Based on these work, in order to further promote the development of water rights trading market in the region,in order to optimize the allocation of water resources through the water rights transactions faster,according to the specific conditions of the thirteen division, to carry out the research of water rights trading system in this area, the main research contents include:(1) Through the analysis of the thirteen division of the area of natural geography, social economy and water resources situation, find out the specific characteristics of the thirteen division of water rights trading, and introduces the initial allocation of water rights in different ways, and adopt different methods to calculate the initial water rights allocation, through principle analysis method and specific calculation results, find out the suitable the initial water right allocation of thirteen division area, lays a foundation for the construction of water rights trading system.(2) To understand and analyze some commonly used existing pricing methods, and combined with the thirteen division of the specific circumstances, to establish the thirteen division of water rights transaction pricing model; then analysis of compensation in the process of water rights trading purposes and common way and to determine the thirteen division of water rights transaction compensation standard; then the transaction subject for the main thirteen division, analysis the characteristics of a set of feasible water rights trading rules,including the main provisions, provisions and other 10 content object; finally, based on the trading rules, and combined with the basic characteristics of the thirteen division of water rights trading, to design a set of feasible water rights transaction process, establish a set of suitable water rights trading model in the thirteen division through these content.(3) Through the transaction model to analysis the main users of the system, according to the specific functional requirements of users, from the user requirement, system function module design, and design the corresponding function; then combined with the function module and the transaction model, the structure design of the system, and introduces the design pattern,through these preparations for the realization of the system.(4) Combining transaction model and system structure design, through the Java Web technology, realization method and DBMS data support Web based on Service, using B/S design pattern, first through the Web to achieve a water rights trading system with SOA architecture,and then consider the particularity of the area,further using mobile way again to achieve them, and makes a brief introduction to the method of use.
