There is both economic and ecological value for water which is indispensable natural resources to human. The water right is a property right in the field of water resources and it’s important to distinguish water rights. As industrialization and urbanization process accelerates of China, water resources are decreasing. Although water pollution gets obvious improvement, it is still not optimistic. The contradiction between water supply and demand has increased significantly. It has become the focus of contemporary society that how to resolve the contradiction and improve the utilization of water resources. The water law has defined that the water resources should be owned by the state, but water resources management, utilization, transfer and benefits are not clearly defined, which lead to no clear water rights. Water rights system are used as a optimal method to solve a series of problem, such as water rights transference, water allocation, and the state macro-control, than let the water marker, and make the appropriate adjustment for rural industrial structure.This paper discusses the nature of the water rights, water rights theory, relevant distinction between the related rights, water rights system and water rights trading system, at the same time, The YongChang County are used as an example. It is hoped that our study can be used as some references to improve China’s system of water rights.This paper obtained three conclusions. First, there are the regional differences for the influences of the water rights system reforming. Second, it is the important way to promote the reform of water right system that can promote the local rural industrial structure adjustment and deal with local rural economic development problems resulting from the shortage of water resources. Last, some policy speed up the process of YongChang county water rights system reform, which provides the advantageous prerequisites.
