Water as the material basis of maintains life and social development, plays a vital role in the national economy production, is irreplaceable natural resources. With the economic developing, population grow thing, improvement of living standards so that the problem of water supply and demand is becoming worsening, therefore, the development of regional water resources optimal allocation scheme is significant. In this paper, we are relying on national water projects subject to the status quo in 2012 as the base year for the study area within the range of Harbin water demand forecast. And in accordance with "Harbin City Water Supply Project Special Plan(2010-2020)" in the water supply capacity requirements for future years to predict the amount of water in 2015, 2020 in the study area. The planning of water supply and demand were compared, the result is, at different guaranteed rate(P = 50%, 75%) within Harbin priority control unit for the different degrees of water shortage, the use of genetic algorithms within the study area range optimal allocation of water. The results showed that:1. Combined with the socio-economic development indicators in the study area, select yuan output method and water quota method to predict in 2015, 2020 different guaranteed rates of different water demand. 2015 guaranteed rate at P=50%, 75% of water demand guaranteed rates were 14.1420 one hundred million m3, 14.4613 one hundred million m3; 2020 year water demand in different guaranteed rates were 15.8036 one hundred million m3, 16.1423 one hundred million m3.2. The main water source in study area for the surface water, groundwater, and water transfer. In light of the existing water supply facilities and the ability to predict 2015 at the guaranteed rate P=50%, 75%, respectively, 12.0293 one hundred million m3, 12.3970 one hundred million m3; 2020 water demand in different guaranteed rates were 13.9525 one hundred million m3, 14.6084 one hundred million m3. After analysis, the planning year overall water shortages and the higher the guaranteed rate the more serious water shortages.3. With Social, economic and environmental benefits for the three goals use a variety of water for constraints, multi-objective mathematical model, use of the right to benefit coefficient of genetic algorithms weight different water allocation, to get different plan in different distribution rate under the MATLAB software the water supply. This model is to weigh the different among industrial, agricultural, the importance of domestic water to solved, reflects the idea of sustainable development, and results are given based on the model of macro-control recommendations.
