As one of the most important natural resources,water is closely related to human beings.It is not only an indispensable natural resource for human beings in living and production,but also a strategic resource that plays a decisive role in social development and a controlling factor that maintains the stability of ecosystems.With the development of human society,the world is faced with three major problems,including population,climate change and energy.However,water resources are closely related to these three problems and become important factors restricting human life,production and living environment.Because water resources in the Yellow River Basin are insufficient,the ecological environment is fragile.The utilization of water resources in the main stream and its tributaries has become a h ot issue in domestic and international research.With the rapid development of socio-economic,the Daxia River,as the firstorder tributary of the Yellow River,is experiencing a severe water supply and demand imbalance in recent years.In other words,it has a great demand for water resources.Hence,the optimization allocation of water resources in the Daxia River Basin has become a major issue.Based on the detailed analyses of the current situation of water resources development and utilization in the Daxia River Basin,this study took the maximum benefits of regional economy,society and environment as the objective function.A multi-objective optimal allocation model of water resources was established and large-scale system genetic algorithm was involved.By this way,the water resources allocation schemes at different target years were accordingly determined.The results are as follows:(1)The theory of optimal allocation of water resources and the establishment of regional water resources optimal allocation model were systematically expounded.By setting the objects of the model as the benefits of regional economy,society and environment,and restricted by regional water supply capacity,water delivering capacity,water demand of users,and regional harmonious development,the multiobjective optimal allocation model of water resources in the Daxia River Basin was established considering with the characteristics of the Daxia River Basin.(2)Using the data of water resource exploitation and social economic in the two different target years(2020 and 2030)of Daxia River Basin,the parameters of the optimization model,as well as the constraint conditions of the model were determined,and then the water resources allocation schemes were achieved by applying the genetic algorithm optimization of large-scale system in general.The total amount of water distribution of Daxia River Basin in 2020 is 169.531 million m3 with a total water deficit of 2.55 million m3,accounting for 1.5% of the total water demand.The agricultural sector is 3.478 million m3 of water deficit,accounting for 2.7% of the water demand;while the other sectors such as the industry,domestic users and environment are not lack of water resources.On the other hand,the total distribution of water resources in 2030 is 251.21 million m3 and the water demands in all of the sectors are met by water resources supply.According to the allocation of water resources,the balance between water supply and demand and the allocation results of the Daxia River Basin were further analyzed.In view of the problem of water shortage,measures were put forward in this paper,and the applicability of genetic algorithm in multi-objective optimization of water resources was also further analyzed.
