With the development of human society,because of the social and economic scale is too large,the unreasonable industrial structure,inappropriate production distribution and the environmental protection measures are not effective due to the water environmental issues become increasingly prominent,has become a factor restricting the sustainable development of the city.Therefore,research on city water resources carrying capacity,realize the optimal allocation of water resources,improve water environment the quality is of great significance to maintain the sustainable development of the city.In this paper,in order to achieve the sustainable use of water resources in Harbin as the guiding ideology,to the Harbin section of Songhua River as the study area,analysis of the current situation and problems in water resources development and utilization of water resources,different evaluation model of water resources in 2015 Carrying capacity evaluation,and on this basis,in 2020,in Harbin,the optimal allocation of water resources in,the main conclusions of this paper are as follows:1.This paper summarizes the views of representative at home and abroad to decomposition,induction,integration of the universal concept of water resources carrying capacity,and its connotation,influencing factors and related theories to do in-depth analysis;all aspects of information about Harbin City collected according to water resources and water environment status of Harbin the systematic analysis of the development status of supply and demand of water and different water systems and the future development trend.2.According to the actual situation of water resources in the city of Harbin,using grey relational model by selecting 6 indexes and determine the weight,the selected indicators are: per capita water resources,per capita water consumption,the total water demand planning,sewage treatment efficiency,population density,per capita income of farmers.3.With the sustainable development of regional economy and society as the goal,water conservation as a starting point,on 2020,the water supply capacity in 2030 forecast,each planning year residents living on quota method,forecasted theagricultural and industrial water demand forecast planning.With the development of living and raising the level of social economy,industrial water and agricultural water a steady increase,due to the decline in the rate of population growth,domestic water decreased.4.This paper uses the traditional matter-element model based on fuzzy comprehensive evaluation model based on degree of membership and the Euclidean closeness of fuzzy matter-element model is evaluated on the carrying capacity of water resources in 2015,and three comprehensive evaluation model,the regional water resources carrying capacity comprehensive evaluation results,the results show that the bearing capacity of water resources second,the development and utilization of water resources has considerable scale,but there is still a certain potential.5.Harbin is the largest city in the economic and social benefits as the goal,the establishment of Harbin city water resources system multi-objective optimization model of planning,in 2020 2030,the optimal allocation of water resources,the analysis results show that: in order to meet the minimum requirements of social and economic development,Harbin city planning are still the problem of water shortage to a certain extent.
