Water resources, as the source of life, is not only a necessary material foundation for the mankind survival and society development, an indispensable and basic natural resource and a strategic economic resources, but also one of qualitative indicators to measure a country's comprehensive national power. With the rapid development of human social economy and population growth, China has undergone major changes in water resources. The conflict of water shortage is becoming more and more obvious, which is that the area water shortage is expanding and the degree of water shortage is aggravating. Water shortage has become the most serious problem that hinders economic development in many regions of our country. While it directly affects sustainable development of our social and economy. Therefore, it is very important to research on the optimal allocation of water resources. On the basis of literature review of related researches domestic and abroad which are water supply and water demand forecasting and optimal allocation of water resources, and summary of the methods and theories of the optimal allocation of water resources, the main problems in the allocation of water resources are analyzed with the case study of Shandong Province Jinan City, one of the water relative shortage regions in China. On the major problems of the optimal allocation of water resources for analysis, we predict water supply and water need, and optimize the water resources among the various departments in the national economy. The min contents of this dissertation are as following:(1)This paper begins with the background and the research significance of the optimal allocation of water resources in Jinan City and analyzes systematically domestic and foreign research status, standards, research ideas and methods, which has laid the foundation for the paper research.(2)It describes Jinan's natural and geographical conditions (geology, geomorphology and climate), socio-economic status (administrative division, population and ethnic, history and culture) and water resources of Jinan City. Among them, the water resources situation includes hydrological geology and water resource structures, while particularly describes the status, distribution and problems of water resources in Jinan City.(3)With the guidance of sustainable development, we predict water demand for ?agriculture, industry and life using fixed method and agricultural population and non-agricultural population using grey method. According to the water resources planning of Jinan, we predict the water supply quantity for surface water, groundwater, the Yellow River, the Yangtze River water and sewage resident back-off water under different guaranteed rate (50%, 75% and 95%) in 2010 and 2020. And then we make analysis of the balance between water supply and water demand: we lack of water under different guaranteed rate in 2010 and 2020, while water shortage is between 0.0646 billion m3 and 2.3809 billion m3.(4)Discussion on concepts, principles, form, mechanism, methods, instruments of the optimal allocation of water resources, we presented the application model of the optimal allocation of water resources in Jinan City. In the study of the optimal allocation of water resources, the process of the optimal allocation of water resources is taken as a transport issue, the total available water resources quantity is taken as the constraint, and the maximum multi-year averaged net benefit is taken as the objective function, and the yearly changing benefit coefficients are established by the model of the optimal allocation of water resources. The benefit coefficients are optimized by genetic algorithm, and then water resources is optimized depending on the weights of the benefit coefficients. Finally, we arrive at the optimal allocation of water resources for industry, agriculture and life under different guarantee rate (50%, 75% and 95%) in different planning years (2010 and 2020). The model reflects the coordination through agricultural water, industrial water and domestic water and the ideas and principles of the sustainable utilization of water resources in Jinan City. The result of water supply and water demand is basically balanced. The rate of water scarcity is between 0.28% and 8.56%. The optimal allocation model and the results reflect the idea of sustainable development and provide the basis for regional sustainable use of water resources. In this paper, it has applicability and operability, which are the model and its solution of the optimal allocation of water resources. The model of optimal allocation of water resources is feasible, effective and reasonable.(5)The conclusion is that the major research result and the further question to study.
