Jinchang located in the middle of Hexi Corridor of China is one of the 108 cities where water resource lackes in China. In recent years, water demands have been increasing resulting in soaring amount of groundwater exploitation due to economic and social development, correspondly, ecological water has been reducing and local ecological environment deteriorating gradually.In this assay, systematic theory was employed to study the research for the upstream HuangCheng Reservoir, West River Reservoir and JinChuanXia Reservoir of multi-reservoir optimal scheduling, and the model of Jinchang city reservoir optimize regulation was established, the limited water resources was made better use of. The result showed that it had a great significance to ease the growing shortage of local water resources. The main contents and results of the research were as follows:(1) To study and analyzethe status of water resources use of the agricultural, industrial production and living water of Jinchang, and the optimal status of Huangcheng Reservoir, West River Reservoir, Jinchuanxia Reservoir were.(2) By analyzing trends of water demand and supply for nearly five years (2005-2009), it could be found the average water demand of Jinchang amounting to 6.66×108m3, the groundwater exploitation to 1.42×108m3, more serious over-exploitation of groundwater, water resources rational Jinchang Configuration was very necessary to be put into practice.(3) Based on analysis data of water resource use departments of Jinchang and the basic situation of the reservoirs, a reasonable allocation principle of water resources was proposed in Jinchang, and the model of reservoir optimization was established in Jinchang. The Jinchang reservoirs optimal operation was caculated based on the data of runoff and reservoir scheduling from 1990 to 2007 by Genetic Algorithm method.(4) The water resources of Jinchang after optimized the reservoir was analyzed, the results indicated that:through operation the upper HuangCheng and the West Reservoir, the water supply reached to 4.57×108m3, in Jinchuan, the total water supply reached to 6.33×108m3 after JinChuanXia Reservoir optimal operation, so ratio of lack water decreased from 28.08% to 16.11%.(5) On the basis of full analysis operation relationship of reservoir in Jinchang and many variable factors of affect reservoir operation function, improved BP neural network method was used, the function of reservoir operation was set out in Jinchang, and tested.Though the level of water lack was decreased by Jinchang optimal operation of reservoirs, it could not change the status of Jinchang water needs. Through the optimal allocation of water resources, water resources management, agriculture and other water-saving irrigation research are in bad need in order to solve the problem of water shortage of the Jinchang in the future.
