| The scarcity of water resources and deterioration of ecological environment has long plagued the two problems of economic and social development in Minqin County, and inefficient use of scarce water resources is further exacerbated by the contradiction between supply and demand of water resources.Long-term mechanism to establish the trading of water rights as an important means to improve water use efficiency, promotion of scarce water resources optimal allocation of water rights trading practices in some countries has achieved positive results, the introduction of water trading mechanisms for other countries or regionsbeneficial to learn from the experience and perfect. How to optimize the mechanism of water rights trading, the limited water resources available for use under the premise, to achieve economic growth, at the same time to improve the ecological environment. Minqin County to build water-saving society, the key to achieve the sustainable use of water resources.This paper is divided into five parts. First, the basic concepts of water rights trading mechanism, analysis of the constituent elements of the water rights trading mechanisms and operating principles, and compare the successful experience of foreign water rights trading mechanism, pointed out the importance of water trading mechanism. Secondly, Minqin County Water Resources Utilization, analyze the urgency of the need for and feasibility of Minqin County to optimize water rights trading mechanism. The third part followed since the implementation of the status of the Reform of Minqin County water price of water rights and water rights trading schemes, pointed out the main results of Minqin County initially achieved since the implementation of the water price reform of water rights, and the problem still exists and why were analyzed. Finally, this paper before given the Minqin County water rights trading mechanism to optimize the countermeasures and suggestions. |
