Because of the concept of Scientific development and harmonious society, The18th Chinese communist party congress remake education as an important "social enterprise" to improve the people’s livelihood, which means that the orientation of education in China begins to solve the most concerned, realistic "the people’s livelihood" problem. To improve the livelihood of the people must concern the harmonious development of many aspects about employment, education, housing, medical, pension and so on. The rural occupation education is a social enterprise.and its reform and development have an important role to improve the livelihood of the people. At the same time, the rural occupation education reform is to improve the quality of the rural population and increase chances of employment, is also an important means to improve the livelihood of the people. Meanwhile It is a meaningful reform to speed up the process of urbanization and the building of a new socialist countryside, finally to improve the livelihood of the people.With the improvement of people’s livelihood strategy thought moving deeply, the current localization of training objectives in the rural occupation education has a lost on the target value——"tool" and "body";"target content one-sided"--"knowledge" and "skills";"free" target practice--"employment" and "education","from the farmers" and "farmers";"make it rigidly uniform" target operating--"universal" and "specific" Firstly the cultivation objective orientation problems of the rural occupation education must be analyzed, namely the improvement of people’s livelihood thought does not become the localization basis; Secondly there are neglects on people’s practical needs for the subject of rural occupation education; Lastly people have no clear idea about the occupation education, which is not just the education in occupation school, but also the occupation education in the general education. To improve people’s livelihood, rural occupation education objectives should be based on the reality in rural areas, adhere to the improvement of people’s livelihood as the strategic guiding ideology, to promote the all-round development of students as the fundamental purpose, strengthen the combination of education, productive labor and social practice, then train qualified citizens, make guides on employment and education taking the market as the goal oriented multi integration.
