The vocational education in higher-level institutions is an integral part of modern national education system and human resources development system. It’s aimed at educating and training tens of millions of skilled laborers and millions of professionals. It prepares students to be ready for job market with the necessary job skills, professional knowledge and theories as well as awareness of innovation and entrepreneurship. The vocational education must follow in the steps of technological progress, changes of production mode, and meet the needs of social public services. It really strengthens the competitiveness and adaptability of laborers in job market, increases their incomes and relieves the employment pressure.The vocational education is designed for educating & training students’ labor skill on one hand, and cultivating their personalities and character on the other hand. Special attention is paid to the rights of lower-level class to have access to vocational education as well as their pursuit of a better and happy life. The vocational education meets the needs of students to receive diversified education in higher-level institutions, improves the composition of laborers, stresses the importance of freedom, equality, welfare and dignity, and provides each student with equal access to educational resources and equal opportunities to a promising future so that each student can contribute to the whole society.China’s knowledge-based economy as well as science & technology development has usher in a historical period of fast development. How to improve people’s livelihood through developing vocational education in higher-level institutions has become an important direction in the modern vocational education development in higher-level institutions.Given the current situation and awareness, the paper conducts researches on the development of livelihood-oriented vocational education in higher-level institutions, and reviews the thoughts and framework for the development of the vocational education, which are aimed at promoting the development of the vocational education in a scientific, healthy and sustainable way, and while putting more stresses on the realization of improving livelihood function.This paper is composed of 7 chapters. Chapter One is the preface, mainly discussing the background of livelihood-oriented vocational education in higher-level institutions as well as the theories and significance on selecting this research topic. It also conducts comprehensive briefings on important opinions and statements related to the researches of modern livelihood-oriented vocational education in higher-level institutions by foreign and domestic scholars, discusses the framework thought, structural arrangement and basic research method on this research project, and states the possible innovation and shortcomings arising from this paper.Chapter Two is about the basic concepts of livelihood-oriented vocational education in China’s higher-level institutions, mainly discussing the core terms and concepts involved in the paper. It gives a clear definition and statement on the concept and connotation of livelihood, educational livelihood and vocational education livelihood in higher-level institutions. The vocational education in higher-level institutions belongs to livelihood category, and is civilian education, education for employment, education on higher-level skills and education on happiness. These basic theories serve as the foundation and platform for researches and application of livelihood issues of the vocational education in China’s higher-level institutions. They provide theoretical foundation for policies and measures arising from this research project.Chapter Three is about the origin of basic theories related to the vocational education livelihood in higher-level institutions. This paper conducts analysis on and finds out relevant theories involved in the research. It not only seeks theory support from Maxism educational livelihood, but also discusses the realization mode and road of modern vocational education in higher-level institutions through analysis on China’s traditional ideologies on education livelihood, Sun Yat-sen’s ideology on vocational education livelihood as well as CPC’s ideology on vocational education livelihood. These are the theoretical foundation and precious treasure for researches on vocational education livelihood in China’s higher-level institutions.In Chapter Four, it summarizes the development process of vocational education livelihood after founding of the new China during several historical periods. It points out that the livelihood achievements of the vocational education during the historical development process as well as the misunderstanding hindering the vocational education, states the CPC’s policies on vocational education, and proposes the evolvement of policy orientation on vocational education. The policies on the vocational education in higher-level institutions changes from politics orientation, to economic orientation to livelihood orientation. The vocational education is constantly seeking reasonable philosophy, mechanism on running school and educational mode with Chinese characteristics, and promotes the policy making in a more scientific and democratic manner.In Chapter Five, with the researches on the current situation of the vocational education in higher-level institutions, it concludes that the vocational education made remarkable contribution to the livelihood improvement, meets the citizens’ needs on higher-level education, improves the employment and entrepreneurship capability as well as the income level, cultivates the professionalism of the educated, promote people’s all-around free development and contributes to the community construction. However, we shall be clear that there still exists a lot of drawbacks and problems, which will be the key and difficult reform for our Party and government.In Chapter Six, with the research methods based on different countries, it provides important lessons and inspiration for vocational education aimed at livelihood improvement in higher-level institutions by summarizing and learning from the development status and livelihood features of the vocational education in Germany, America and Australia as well as other countries’ experience.In chapter Seven, development Countermeasures of China’s Higher Vocational Education from the perspective of people’s livelihood. By establishing the " Livelihood-oriented " Higher Vocational Education Values, constructing the policy mechanism of Higher Vocational Education Based on " Livelihood-oriented ", reform the " Livelihood-oriented " higher vocational education school enterprise cooperation in running a school system, explore the teaching reform of Higher Vocational Education in the direction of " Livelihood-oriented ", the formation of a high level, the characteristics of Higher Vocational Education in the development of the people’s livelihood.
