At present, with the development of the market economy and China access to WTO, competitions among the industries become more and more fierce. To be the winner in the competitions, much more capital have been invested to update the technology and equipments or adjust the industrial structure. But, in the field of engineering project management at domestic, owning to the Chinese traditional management thoughts, a lot of employers, with a little professional project management methods and experience, conduct construction projects directly, without a professional management team, lead to many projects investment uncontrolled. Therefore, it is time for us to resolve the above issues.
