Risk Management Research On International Project Contracting Of State-owned Construction Enterprises

Since our country had carried out the "Go Outside" strategy, the international project contract share of state-owned construction enterprises increased greatly. Thus, international project management is becoming more and more important. International project contract is a comprehensive work including engineering, procurement and construction. With the rapid development of science and technology as well as of global economy, the international project contract is becoming to present uncertainty, complexity and comprehensiveness. Accompanied by the complexity of international business environment, there exists great risk in international project management. Because state-owned construction enterprises have their respective particularity, their risk in participating in international project contracting tends to be frequent and multiple, some even had suffered adverse effects and burdened huge losses. Therefore, to research on the international project contract risk management of state-owned construction enterprises is very important and is quite urgent.Firstly, this article reviewed and analyzed enterprises'risk, international project contract risk and the present research situation of international project contracting risk management in state-owned construction enterprises. And then, this article made out the purpose, significance, method, rout of this research. Furthermore, this article put forward that the international engineering contract risk management procedures should compose of risk planning, risk identification, risk assessment, risk treatment, continuous supervision and evaluation. Taking Chinese railway construction of Saudi Mecca light rail project as an example, this article analyzed its risk management problems, further identified and assessed the risks, and in the end proposed a set of effective risk management system and strategy of international project risk management. This set of effective risk management system and strategy was supposed to offer enlightenment for decision makers and managers of state-owned construction enterprises, making sure their sustainable and healthy development.This article consisted mainly of two aspects:the first aspect was research on the background, meaning, domestic and international risk management research status on account of international engineering contracting, which laid the foundation for this article's further research. The second aspect was about the definition of international engineering contracting risk, its characteristics, and management procedures, which provided premises for the follow-up case analysis. This article in the final part summarized the whole thesis, got to a conclusion, and finally made a further research prospect.
