Aiming at the Songhua River basin water resources use right initial allocation facing the urgent need to study and the government reserved water problems, to the status quo of the development and utilization of water resources as the basis, the use of sustainable development and sustainable utilization of water resources from the point of view, first analyzes the determining principle of governmental reserved water, form, priority, etc. put forward a classification of water bank; the government set aside for determining bilateral coupled water quantity analysis method, from the two line to the need and possibility, on the basis of the water demand and reserved water, using a "bottom-up" and "top-down" demand for water diversion can be reserved for bilateral coupling mode, according to set aside and priority principle in order to determine the different categories of government reserved water.Research shows the water bank classification and the setting principles, put forward the reservoir type water banks and valley water bank, Bank of deep groundwater and shallow groundwater banking, and river basin level water bank, provincial bank water, municipal water bank and water reserve bank concept, respectively are not with the planning level years(in 2020 and 2030) different schemes(high, medium, low) and different levels(watershed level, provincial level, municipal) government need reserved water results.This study has some guidance for the theoretical research and practical exploration of the initial allocation of water resources in the basin water resources, for the implementation of the most stringent water resources management system has played a very good supporting role.
