In Zhangweinan river Basin, water resources shortage, uneven distribution in time and space and continuous dry year are main characters. There is complete water resources development system In zhangweinan river basin and out of local water supporting capacity aready. Water ecology environment is serious deterioration in zhangwein river basin , ecological problems such as flow decline , river dry out, flow to Bohai sea decline , water pollution , silt pollution appeared . Many problems such as seriously depending groundwater, water over- exploitation, high development rate , high agriculture water usage , water diversion out of order, etc. exist in basin water allocation, problems such as infrasructural construction, water resources planning , benefit conflict ,pollution exist in water resources management .Taking into local water supply capacity , local water supporting capacity and water diversion account, according to water resources balance analysis , water supply capacity is insufficient. For water resources support capacity is limited, diversion water from yellow river and changjaing river is the only solution , but in dry year, water resources shortage is still a problem.Based on rules of share water resources, high usage efficiency , coordination and integration , sustainable development , and reasonable water demand controlling , to ensure necessary water supply , to maintain and improve ecological environment , and to coordinate water demand among living, industry and ecology .Taking water allocation present situation, water demand characters and water resources condition into account , in study, apply different water allocation countermeasures and plans , in order to fulfill reasonable allocation of zhangweinan river basin, engineering measures and management measures are necessary.
