Songhua River basin is located in the northern part of Northeast China, which is theimportant industry and agriculture region. Songhua River basin was carried on a large scaleof development and utilization in the beginning of the establishment of the PRC.Flood-control engineering system and the comprehensive utilization of water resourcessystem has been created, which has provided the support for the watershed economic andsocial development. However, there are still problems including water resources shortages,water pollution, soil erosion, groundwater excessive extraction and so on, and rapideconomic and social development had the higher requirements for the water resourcescapability, flood control security capacity and eco-environmental protection. It is an urgentneed to implement the new thought according to the sustainable development and deepenthe research on water resources problems constraining economic and social development.Songhua River Basin Water Resources Allocation is an important means for theimplementation of the national water resources management system,and it has providedwater resources for the northeast old industrial base and national commodity grain base, itis very important practical significance forwater resources allocation.In this paper, according to uneven temporal and spatial distribution characteristics ofwater resources in the Songhua River basin, and considering the requirements, such asmeeting the sustainable economic and social development in the Songhua River basin,speeding up the adjustment and deveopment of old industrial region in Northeast Chinaand set out the construction of the new socialist countryside and the ecologicalenvironment, and water resources allocation model in Songhua River basin was built. Mainresearch contents are as follows:1. Water resources allocation model was built based on MIKE BASIN for the regionabove the Harbin cross-section in the Songhua River basin. The "point, line and plane"method was used to describe water balance between supply and demand of regional waterresources, and analyze water resource balance and transformation. It is helpful fordescribing water balance relationship to understand the relationship between waterresources system, easy to design and establish the appropriate calculation procedures, andit has improved the validity of the model.2. Water resources allocation model was established and the input condition has been set up, according to the actual situation, the water loss, the reservoir operation rules andthe regression coefficient were chosen as boundary conditions, the simulated results werein line with the reality.3. Water resources allocation model was calibrated on the measured data in2000. Thecalibration purpose was to adjust the various set and parameters for the model, makesimulation value and measured value consistent, and meet the simulation requirements fordesign level years.4. Collect data, which mainly include water supply, and water consumption, andprecipitation, flow, water level, and main water transfer projects, and reservoir andhydropower station characteristics. All the data were observed which need to rationalityanalyzed, amend, removed before they are input into the water resources allocation model.5. Predict the level of water usage in the design level years. According to the currentsituation of economic and social development in the region, the situation of economic andsocial development in2020and2030were forecasting, and water usage for differentpurposes in the design level year river was also forecasting, and considered from the pointof decision–makers’ view, water resource allocation programs were proposed under theconsideration of destruction water and non-destruction in design level years. In the final, itprovided an effective basis for future management and planning.6. Through water resources allocation model was built for the region above the Harbincross-section in the Songhua River basin, water resources allocation pattern was analyzed.Various types of analysedand sorting data were input into the calibration model, andwater supply and demand balance was calculated in the study area in2020and2030year.The results showed that different degrees of water shortage existed in2020and2030. Toaddress the issue, the safety and security of urban water supply system was established andimproved, modern and efficient water-saving agriculture was vigorously developed,irrigated farmland with plans was expanding,and water conservation efforts were proposed.It is useful to protect the ecological environment and ensure human life and sustainableeconomic and social development in the region.
