With the global warming, the development of economy and society and growing urbanization, the amount of the available water resources is particularly important. By analysis, the rainfall decreases, and social and economic development have been bring increased the demand of water, the supply and demand of water become more prominent. Therefore, we use the data with a long time series to analyze the amount of water of Da Qing River Basin.According to the literature and other information, we use loss deduction method: usable amount, net of the demand water of river ecological and the unused water resources. Determine the effects of time use of Mann-Kendall mutation method, and Contrast the change of feature.This paper analyzes the law of the various elements. Trending was analyzed using linear trend method and moving average method, the periodic cycles was analyzed using wavelet analysis, the mutagenicity was analyzed using the Mann-Kendall mutation method I used the software of Matlab to analysis.In this paper, the time series data is from1957to2000, select the model of SWAT to Simulate the surface runoff of Da Qing River Basin. The average of surface water resources is19.29×108m3.The average annual rainfall of the basin is527mm from1957to2010, the rate of decline is2.53mm/a. The main period of rainfall is27years, the secondary period is15years,the time of Mutations is in1979.The average annual Precipitation consumption is494.11mm, and is increased over the years from1957to2000. Basin temperature is a clear upward trend, rising rate0.44℃/10a.six hydrological stations were selected to study in this paper, besides of Angezhuang, each of the other stations are decreasing trend in runoff, which Wangkuai runoff is fastest rate of decline1.05×108m3/10a,The trend of Angezhuang Station in runoff is upward, rising marginally.In this paper, I used five methods to calculate the demand water of river ecological, The average of the demand water of river ecological is1.42×108m3, of which the maximum is2.3×108m3, the minimum is0.43×108m3. diverted river ecological water demand was0.87×108m3. Ecological water demand was diverted41%. Unused water resources is3.24×108m3,16.8%of surface water resources.Calculated, usable water for the average amount is14.75×108m3. Available water of the basin showed a clear downward trend, dropping to0.32×108m3/a.By SPSS software to analyze, under the changing environment, The average of unaffected rainfall is564.43mm for the whole basin, after the affected is500.61mm, decrease of12.7%. The average of the unused water resources is4.08×108m3, after is2.58×108m3,decrease of36.8%. The average of the demand water of river ecological is2.14×108m3,after is1.27×108m3,decrease of40.6%. Finally, The average of usable amount resources is17.79×108m3,after is10.78×108m3, decrease of39.4%.
