Based on analysis connotation of river health, the symbol of river health is put forward ,and the basic requirement of water quantity that keep the river health is studied. Aimed at the main problems in water resource development and utilization planning of Weihe basin, the water resources reasonable allocation pattern was studied. The main research contents and research results are as follows:(1) By introduction the research trends and developing trend in this domain, the water quantity , water resources development and utilization status and the problems that exist in the Weihe basin are analysised , the research technical route is put forward.(2) The scientific connotation of river life and river health is analysised, and the main symbol of river health is put forward. The basic ecology water requirement of water transportation sand, pollution control water and river basic flow that keep the health of Weihe is analysised from river.(3) Each water demand forecasting method and its merits and demerits, as well as applicable conditions are introduced. Water demand of manufacture, subsistence, ecological environment is forecasted, and the rationality of the forecast results is checked.(4) The theoretic basis of water resources allocation is analysised from the allocation meaning, allocation goal, allocation principle, allocation pattern and allocation measure. By considering the conjunctive use of surface water and underground water, cooperate regulation of reservoirs , water resource allocation simulation mode of flood control, ice flood control, fishery, and environment that based on network maximal flow theory is established.(5) Water resources allocation schemes of Weihe in year 2000, 2020, and 2030 are studied. The results indicated that even the water saving is considered sufficiently, water shortage in Weihe basin is also austere. In order to solve the water resources problem, the inter-basin water transfer project should be implemented to make up the shortage of total volume of water resources in Weihe basin.
