In the 21st century, humanity is facing many challenges, the most dominate one is how to solve the water resources shortage problem. The water scarcity will restrict the global economic and social sustainable development. China is a country facing severe fresh water shortage. To resolve water environmental pollution and fresh water shortage, the fundamental strategy is sewage resourselization.In this paper, based on calculations and analyses of the investments and operations of some sewage treatment plants in local areas, and researches on sewage reclamation processes and profit models of them, the regional sewage resourselization modal was put forward.Firstly, two sewage treatment plants and their investments and operations were introduced. One is 20,000 t/d, using AOAO process, implementing the first class of A standard, introducing state and local financial investment 43.02 million RMB with operation cost of 0.84 RMB/t. The other is 30,000 t/d, using CAST process, implementing the first class of B standard, introducing BOT project 53.3 million RMB with the operation cost of 0.67 RMB/t.Secondly, two engineering for sewage reclamation and reuse in thermal power plants were analyzed. One is 14,000t/d, consisting of biological treatment, two stage filtration and reverse osmosis processes, whose effluent is reused as circulating cooling water and make-up for boiler. Another is 43,200t/d, consisting of lime clarification, filtration and disinfection processes, whose effluent is only used as circulating cooling water. Their characteristics, investments, economic and environmental benefits were compared. The results can provide references for thermal power plants in needs of water reclamation and reuse with their own conditions.Lastly, on the basis of practical projects, the profit model of the reclaimed water reuse project was put forward, consisting of build, operate and profit model, commission, operate and profit model, investment and profit model and industrial chain profit model. At the same time, with the analysis of technology nodes on wastewater treatment and reclaimed water reuse, based on the win-win approach between wastewater treatment and reclaimed water reuse which was concluded by the practical profit of reclaimed water reuse, the possibility of the decrease in wastewater charges. Finally, the regional wastewater resourcelization model was put forward. The possibility of the wastewater resourcelization, which would be realized by the spread of this modal from individual demonstrated project to the whole industry and society, was also discussed. The results would provide a reference for major water consumers to reduce the water cost and resolve water crisis.
