Entered 21st century, countries want to enhance international competitive power in order to face the challenge of economical globalization and economic integration, especially to relieve the contradictory of resources and environment, therefore, developing recycling economy gradually becomes the inevitable choice of global economy development. The development of society and economy in our country must comply with the world economics development. With the condition of limited resources storage and environment supporting capacity condition, it chooses development recycling economy to enhance the resource comprehensive utilization efficiency, to improve the environment quality, to cultivate the new economical point of growth. It fundamentally transforms the traditional economical growth way to realize the target from specific expansion to quality enhancement, improves the quality and benefit of economical movement , and enhances the comprehensive competitive power of regional economy. Facing to solve the relationship of environment and development, the article, which is under the analyse, reorganization, induction and summary of correlation literature, embarkes the angle from the solution of the contradictory between environment and economy, and constructes the foundation frame system of recycling economy which composes of elementary theory, basic principle, essential method.
