The Research On Development Path Of Jilin Province Forest Industrialization

In the new century, China is highly concerned about forestry development and put the forestry construction on an unprecedented level. In 2009, the first central forestry working conference since the establishment of the nation was held, when forestry was clearly vested with four major status. Meanwhile, forestry industry was claimed to be developed rapidly. Combination of revitalizing forestry and enriching the people, it's important not only to improve farmers' income and promote rural development, but improve ecological environment as well. The State Forestry Administration issued the Plan of Forestry Industry Promotion on the basic of overall national economic development. Respond positively to the national call, Jilin provincial government proposed the strategic vision of "Crossover from the Major Province for Forest Resources to the Major Province for Forestry Economy". Jilin forestry is facing unprecedented opportunities and challenges. As a component of large-scale agriculture, forestry should follow the general rules of agriculture industry. To promote the vigorous development of the forestry industry in Jilin, with recognition from Forestry Department of Jilin Province, development idea and developing way of forestry industry in Jilin Province was put forward and studied in the dissertation.The dissertation consists of three parts in content. As the first part, ChapterⅠandⅡmainly introduced the present state of research on forestry industry, research progress on forestry industry in Jilin Province, as well as the concepts and basic theories related to forestry industry. The second part is comprised of ChapterⅢandⅣ, where the status quo in Jilin forestry industry development was analyzed and summarized, and the crux for development of forestry industry in Jilin province was explored, which all were based on full investigation and study with the location theory, sustainable development theory, Eco-economic theory and theory of forestry industrialization as the main theoretical guidance, and gray system theory as means of analysis. In the third part, i.e. ChapterⅤandⅥ, based on the present status of forestry industry in Jilin Province, the developing way of forestry industrialization in Jilin Province was put forward in the light of the development model of agricultural industrialization, and with reference of the experience from other provinces.The dissertation suggest:"new industrialization, urbanization in forest area, private economy as main part and specialization of forestry industry" could be a proper path of the development for forestry industrialization in Jilin Province. In accordance with this path, for the organization model of forestry industrialization, three forms such as the "leading industry-type", "faucet pull" and "the joint development type" could fit in different regions. To be more practical, on the basis of achievement by "the development strategy in three major regions of eastern, central and western parts" in Jilin Province, supported by regional industry plates and connected by competitive industry, the new productivity pattern of "four regions and five zones" was constructed and "eight special industries" as priority was clarified. It is the aim to build forestry industry as the major economic pillar industry in Jilin Province in ten years by the means of piloting production management by layout plan and promoting integrated rise of forestry economy by key industry.
