Research On Theory And Countermeasure Of Jilin Province New-pattern Industrialization Road

The 16th national congress of CCP pointed out that China should go forward on thenew-pattern industrialization(NPI) road. This article attempts to put stress on probing into the pathand countermeasure of Jilin province NPI based on the research of foundational theory of NPI.In respect of concrete developing target, practical condition and realizing path, the NPIevidently differs with the traditional industrialization pattern. Contrasting the former with thelatter, this article presents that the NPI has six features including it is a industrialization thathas informatization feature and etc. Based on the human capital theory, information economy theory and sustainabledevelopment theory, this article respectively discusses the theoretical accordance of the NPI.Human resource is the main factor of economic development and thus adding human capitalinvestment is the key of economic development. Putting formatization forward can raise thequality and speed of economic development and optimize economic structure. Economicdevelopment must be sustainable, taking natural resources as premise and coordinating withthe environmental loading capacity. In the course of Jilin province urbanization, many standing problems exist that involveunreasonable industrial structure and etc. So Jilin province must develop the strength andavoid the weak , and go forward on the NPI road. This article presents that Jilin provinceNPI should go on in six respects. Optimizing industrial structure includes correctly selectingand precedently developing guiding industry, well collaborating it with non-guiding industry,cultivating potential guiding industry, quickly develop newly emerging pillar andadvantageous industry, transforming economic growth pattern and elevating self-innovationability. Developing recycling economy involves encouraging enterprise to engage inrecycling production, quickly setting up ecological industrial zone, erecting the recyclingeconomy pattern emphasizing ecological agriculture and quickening law and policyconstruction of recycling economy. Leading industrialization by informitization involvesrebuilding traditional industry by informatization, well developing information industry andstriving to construct software and hardware of informitization. Industrialization interactingwith urbanization includes adjusting industrial structure, actively accelerate countryindustrialization, greatly developing the third industry and properly supporting developmentof city informal sector. Cultivating industrial cluster contains selecting cluster industry,taking specializing industry district as space loader of industrial cluster and creating fineindustrial ecological environment. Relevant system construction involves activating thebasic role of market mechanism, forwarding system innovation and setting up scientificregional economy evaluation system.
