Study On Evalution System For Agricutal Recycling Economy Development In Henan Province

To develop recycling economy, as the world's agricultural development trend, is the fundamental approach to relieve the resources shortage and keep the balance between environment and economic development. It is of strategic and practical significance to construct agricultural evaluation system for recycling economy development in Henan Province.Firstly, the origin and theoretical system of recycling economy, the developing trends at home and abroad, the research findings of the present evaluation system are systematically dissertated, which provides a theoretical and methodological background to build a system of economic evaluation of the agricultural cycle. Next, the evaluation index system is constructed based on a newly constructed evaluation model combining the situation in Henan Province. Then methods of Analytic Hierarchy Process and weighting function are employed to conduct comprehensive evaluations on recycling economy development situation in Henan Province from 1998 to 2007 and on the obstacle amounts of recycling economy development situation in 2005. Finally, some countermeasures are brought up to improve development of agricultural recycling economy in Henan Province.The evaluation index system consists of three levels: object level, control level and indicator level. The development situation of agricultural recycling economy is on the object level. Four indicators in the aspects of the development of economy and society, reducing devoted resources, recycling use of resources, resources and environmental safety are included on the control level. On the indicator level 18 indexes are covered in empirical studies in accordance with the actual situation in Henan Province and data availability.Results show that from 1998 to 2007 the development of the agricultural recycling economy is overall upward, but too many inputs restrict the development.In addition to the findings above, the present research offers countermeasures for promoting the development of agricultural recycling economy. The countermeasures include: following the principle of saving and reducing; attaching great importance on processing industry according to the reusing principle; developing "white agriculture" in accordance with recycling principle; promoting the new energy use in rural areas with rich biomass and solar energy; enhancing publics'sense in participating recycling economy.
