The development of economic globalization and international competition is increasing fiercely, result in the rise of the complexity of innovation management. The industries and enterprises face the dilemma that the growth of innovation ability and investment are not keep pace with each other, lack of impetus to innovation, the traditional closed innovation model that rely entirely on their own resources is under severe challenge. Due to the increasing availability of knowledge employees and external resources, innovative actors can access resources across their boundary. With the development of internet technology, the increase of the mobility of innovation resources provides the technical conditions for the innovation actors. But as innovation actors seeking innovation resources from the expanding scope, leading to attention dispersion and management costs rise, so they need to determinate the sharing actors and the sharing degree in order to focus on a more efficient and effective sharing mode, then improve innovation performance.Since the open innovation first proposed by Henry Chesbrough, the research of open innovation is focus on the enterprise, the influence factors of the open innovation model, the management strategy of the open innovation performance. There is little research on regional open innovation. In 2010, Belussi, a professor from University of Padua in Italy introduced open innovation into regional innovation, built the regional open innovation system. He argue that the boundary of regional innovation can be permeated. As region is a more complex actor than enterprise, it is important to discuss how to realize the regional open innovation to the regional and national innovation strategy.Organizations can obtain more kinds of resources from a wider range under the Internet background. Its’core principles that the ownership and the use right has profoundly changed the business activities and models of the traditional industry and the method of resource allocation. Also open innovation advocates the open sharing of innovation resources, so the study of innovation resource sharing can effectively improve the economic efficiency of regional innovation under the perspective of internet. But in open innovation practice, the open object choice and how to grasp the opportunity of cooperation has become a difficult problem. At the same time, the decentralized and disintermediation of "Internet plus" also put forward new requirements for innovative activities.In order to solve the above problems, the second chapter plan to solve the shared object choice and the determine of the degree of sharing from the literature, and finally come to the conclusion that determine the selection of resources shared object from proximity standard and determine the degree of resource sharing by openness, and then providing a solution for the problems that may exist for open innovation practice in enterprise. The third chapter analyses the current situation and characteristics of Internet. The fourth chapter compares the traditional resource sharing, resource sharing in open innovation and resource sharing under Internet, and analyzes the possible impact which sharing economy put on resources sharing. The fifth chapter analysis how does the proximity affect the regional open innovation and sort out the relationship between proximity, absorptive capacity and regional innovation, so as to provide empirical support for how to choose the sharing object. The sixth chapter researches the mechanism of how resources sharing degree influence regional open innovation and explores the existence of excessive resource sharing. Based on the empirical researches, we analysis the general mechanism of resources sharing and sharing model from the perspective of sharing economy. Finally this paper draws the conclusion and summary of the follow-up issues related to this research.
