Research On Benefits Sharing Ways And Guarantee Mechanism Of Resource Development In Ethnic Areas

China is a multi-ethnic country, it has rich natural resources like water, oil and gasand they are often distributed in ethnic minority areas, for example, Xinjiang andGuangxi province，Shanxi Ningxia and Mongolia Autonomous Region. The resourcedevelopment activities in ethical region have brought about great economic effect forboth nation and local, reflected in national tax revenue growth, local economicdevelopment, the gap between rich and poor narrowed in East and West region, but alsobrought many negative influences, like destruction of ecological environment and theunequal distribution of the resources development gains among each subject of interests,those problems severely restricts the resources development activities healthy andsmoothly continuing. This article mainly aims at analyze the interest conflicts caused bythe negative effects which are resulted in development activities of ethical regionresource, with the intention to build an effective mechanism which can make sure eachinterest can share equal benefit in the resource development activities. The paper isdivided into the following parts.The first part mainly about the research background and significance, summarizesthe related domestic and foreign literature about resources development interestconflicts and the interest sharing, and put forward the research method and train ofthought.The second part mainly about economic explanation for the interest conflicts andthe interest sharing of resource development, based on the related theory and research,aimed for provide a theoretical basis to establish a benefit sharing mechanism amongeach part.The third and the fourth part take Guangxi Zhuang Autonomous Region as anexample, analyses the interest conflicts presentation forms and reasons of the resourcedevelopment. The conclude reflects that though resource development activities bringseconomic benefit for the state, local government, enterprise and the local residents, andit also leads to the interest income distribution imbalance problem. It pointed out thatthere are many reasons led to the interest conflict of resource development in ethicalregion, including both macrocosmic level like imperfect tax refund system,unreasonable compensation allocation pattern, unreasonable resource pricing mechanism, and microcosmic level about duty loss among local government, enterpriseand resident.The fifth part’s core content is to build the game model between the oppositestakeholders, such as the central vs local government of ethnic minority areas，localgovernment of ethnic minority areas vs resource development companies and resourcedevelopment companies vs local residents. According to the game model to draw theinterest between stakeholders and then propose a specific way to bring about thebenefit-sharing of resource development in national areas.The sixth part mainly about building a resource development interests-sharingprotection mechanism in national areas, and prefers some policy and suggestions topromote the harmonious sharing of resource development interests from multi-angelsuch as property rights system, transfer of property rights system, the compensationsystem, income distribution system, etc.The innovation of this paper is constructing a game model to analyze stakeholder’sresponsibility and obligation, using cost-income method to find the reasons that led toconflicting and contradictory among each principle part, and providing a solidfoundation to establish and safeguard all parties’ interest and the benefit sharingmechanism.
