Research On The Dilemma And Optimization Of "Internet+Government Procurement" Resource Sharing

With the continuous development of internet technology,the government now has a higher goal and pursuit of governance."Internet +" with great wisdom is the only choice to lead to the ideal palace.Relying on "Internet +" can help government management make corresponding decisions better,so as to enhance the overall efficiency of government governance.Resource sharing has a vital role in governance,it has been put glorious greatly in some fields based on "Internet +",such as education resources across campus covered all over the world in the “Internet+education”,students can never leave home to easily enjoy the higher education,it lets the world high quality education resources sharing become reality.Another example is the electronic submission of the whole process and full contents of the household registration examination and approval materials in the "Internet + government service",which has broken the limitation of regional jurisdiction of the police station and realized the "all-city connection" of household administration business,enabling the people and enterprises to "run errands less,handle affairs more easily and do not obstruct".Although the role of "Internet +" in the resource sharing of education and government services has achieved initial results,the resource sharing in the field of government procurement,as a "rising star",is now faced with numerous difficulties,which undoubtedly hinders the electronic process of government procurement in Shanghai.Solving these series of difficulties will greatly reduce procurement cost,improve procurement efficiency and reduce procurement corruption.Therefore,this study mainly discusses the resource sharing dilemma of "Internet + government procurement".This paper is based on the related literature about government purchasing electronic resources sharing problem and the three core concepts which named "government purchasing electronic,government information resources sharing,Internet +".It draws lessons from the relevant theoretical basis which named "information asymmetry theory,cooperative network governance theory,principalagent theory,".The logical train of though is according to the theoretical basis,case studies,trouble analysis,optimization path.The mechod of empirical case is used to clarify the present difficulties facing resource sharing and propose the optimization path analysis.These cases provided by the study cover three categories of goods,services and engineering,including the three links mainly involving the demand provided by the purchaser,the qualification examination of the supplier by the procurement agency and the evaluation by the experts,so as to more comprehensively restore the resourcesharing dilemma of the whole process in the government procurement process.Through research and analysis,this paper concludes that the main factors that lead to the dilemma of "Internet + government procurement" resource sharing are: the slow progress of electronic platform,the lack of communication mechanism between government procurement departments and the lack of personnel management mechanism in the industry.In view of such problems to put forward solutions: to build a comprehensive information exchange platform,multi-channel,multi-path accumulation of a large number of information resources;Promote mutual trust among departments and establish information sharing mechanism;We will strengthen the building of a talent pool and improve the personnel management mechanism.A series of measures are adopted to enable purchasers to have a better understanding of the procurement demand,to enable the procurement agency to improve the procurement efficiency faster,to enable suppliers to have a more complete understanding of the procurement information,to enable experts to have higher requirements on the procurement review,and to enable the procurement management department to have better supervision over the procurement process.Only by connecting the information resources of the whole industry can truly break the information barrier,improve the processing efficiency of government procurement,and finally realize the sharing of information resources,so as to push government procurement to a new level of more efficient non-corrupt.
