Historic building is an indispensably important part of human civilization and also the result of formerly material development. Protection of historic buildings has been more widely appreciated all over the world. In China, the conservation practice progress of historic buildings in the recent decades is a course in which we drew upon the advanced protection experience from other countries and had a maturing knowledge of the cultural heritage. In this progress our awareness and capacity of heritage conservation has also been rising. However, as to the current protection and restoration of historic buildings, there are still many things worth exploring and considering, faced with a long and difficult journey from the abstract theory to concrete practice. The main purpose of this study is trying to improve the theory framework between theories and concrete practices in the technical system, which is of conservation as well as restoration of historic buildings. The crux of this matter is to make the abstract theory as well as the concrete practice become one, regarding the Theory of Value as a bond, and to run evaluation methods throughout the conservation and restoration progress of historic buildings. In this case the complexity of historical buildings could be structured and clarified to address the arbitrariness and ambiguity in protection work.This paper firstly outlines conservation and restoration status of historic buildings at home and abroad as well as main theoretical results, describing the important role of the Theory of Value and evaluation methods in historic building protection system. Moreover, this important role is used as the basis of the theoretical framework for the study. Then, according to the type of building material, this paper chooses brick, stone, wood, which are three basic types of building materials to carry on the restoration technology suitability assessment as well as the quantitative research. This study focuses on the conservation and restoration of the brick wall without plastering, innovatively structuring a quantized evaluation model for the conservation and restoration technology of the brick wall without plastering. In this way, a reference for future conservation and restoration work is shaped. Finally, it constructs the post-restoration evaluation (PRE) progress model for history buildings, and applies it to the conservation and restoration of Changzhou Road Prison conservation and restoration projects in Qingdao. This case explains the application method and forms feedbacks as well as suggestions, exerting instructionally positive influence over conservation and restoration projects of other historic buildings as one kind of feedback mechanism of the project itself.When introducing the value of philosophy and Evaluation into the field of conservation and restoration of historic buildings, values in philosophy field establish the logic relationships of "conservation" from the purpose to the result, and improve the ontic conservation idea in abstract and fragment. Guided with the value of philosophy, a scientific evaluation of the whole process of conservation and restoration work based on the practice of conservation and restoration can offer evidence to the originally ambiguous and arbitrary decision-making. This method of Evaluation can effectively promote the development of conservation and restoration of historic buildings. Therefore the evaluation work needs to be studied in a broader and more detailed way, improving the standard of conservation and restoration of historic buildings. In conclusion I hope this paper can play a positive role in benefiting and influencing the future practical conservation and restoration of historic buildings, promoting the development of conservation and restoration work for modern historic buildings.
