| With the advancement of new urbanization,a large amount of rural collective land has been expropriated,and a large number of villages in the suburbs of cities have become agricultural communities.Compared with pure agricultural communities,agriculturerelated communities are basically divorced from agricultural production,and the main members of the community have obtained urban household registration;in addition to land,collective economic organizations have accumulated operating assets mainly consisting of funds,properties,facilities and equipment,investment rights,etc.,especially It has a certain financial strength;members are less dependent on collective economic organizations,and employment forms are diversified;local governments pay more attention and investment to social governance.Practice has proved that in the process of promoting urbanization,retaining and developing the collective economy of agriculturerelated communities can effectively solve the employment and income problems of agriculture-related residents,help improve the effectiveness of community governance,and better realize the integrated development of urban and rural areas.Chenghua District was born out of "big factories lead to big villages".Since the establishment of the district,the collective economy of the whole district has developed rapidly.At present,there are still 31 rural(communities)and 26 collective economic organizations in the jurisdiction,covering 73,621 residents.The total collective economy is more than 300 million yuan,and the average annual income is more than 14 million yuan.This paper conducts in-depth research on the development process,problems,current situation and effectiveness,and typical cases of the new collective economy of agricultural communities in Chenghua District through field research,seminars,case studies and other research methods.The study found:(1)After years of development,the collective economy of Chenghua District has accumulated certain assets and funds,as well as some land resources,which have the basic conditions for development and growth;(3)After several rounds of adjustment and reform of the village-level organizational system,most community(village)collective economic organizations have been retained and developed,and a few are owned by villages.(Resident)committees perform the functions on behalf of;(4)The agricultural collective economic organizations in Chenghua District generally have five types of "three-capital" complete type,land income type,fund maintenance type,expansion operation type,and unsustainable type;(5))Governance structure assigns the political,administrative and economic functions of rural communities to different subjects,and establishes a "1+3" governance structure that adapts to the new property rights system;(6)Forms a "land consolidation + company operation + industry Development" and "capital operation + fund operation + property management" are two development models that can be replicated and promoted.Based on the research way of "policy text + data + typical cases",this paper further analyzes and summarizes the problems existing in the development of the new collective economy in agricultural communities in Chenghua District at this stage:(1)The scale of collective assets fluctuates and the structure is not good;(2)Collective The source of economic income is relatively single;(3)The development is unbalanced,and the development space and carrier are limited;(4)The governance structure of the collective economy is unreasonable and inefficient;(5)The role of the collective economy in serving residents’ employment and increasing income is limited.Through the analysis,suggestions are put forward for the development of the collective economy of the agriculture-related communities. |
