Research On Problems And Their Countermeasures In Scientific And Technological Innovation Of Agricultural Science And Technology Parks Of Luzhou City

The report made at the 20th National Congress of the Communist Party of China has pointed out that we must adhere to the core position of innovation in China’s modernization drive,accelerate efforts to build China into a powerful agricultural country,and strengthen the support for agricultural science,technology and equipment.According to the opinions of the CPC Sichuan Provincial Committee and the People’s Government of Sichuan Province on doing a good job in the key work of "Agriculture,Rural Areas and Farmers" in 2022 and comprehensively promoting the rural revitalization,the innovation of agricultural science and technology should be strengthened to lay a good foundation for supporting the development of modern agriculture.As an important part of modern agricultural parks in China,the agricultural science and technology parks have led the way of innovation of the agricultural science and technology,and improving the scientific and technological innovation capacity of the park is not only an important support to realize the high-quality development of the park,but also an objective necessity in promoting the high-quality development of regional agricultural industry,in speeding up the construction of the agricultural and rural ecological civilization and in realizing "increase of the grain production through science and technology".Since Sichuan Province starts the construction of agricultural science and technology parks,Luzhou City has actively promoted the construction of its agricultural science and technology parks and has completed the construction of four provincial-level agricultural science and technology parks.However,in recent years,the total number of parks under construction is decreasing,and the quality of parks is also gradually lagging behind those in other cities in Sichuan Province.In 2021,the urban innovation capacity of Luzhou City ranked fifth in Sichuan Province and second in southern Sichuan Province,successfully catching up with and surpassing Leshan City and Zigong City.In the same year,the number of national-level and provincial-level agricultural science and technology parks in Luzhou City ranked sixth together with Ganzi Prefecture and Liangshan Prefecture and ranked fourth in the southern Sichuan Province,revealing that the construction level of agricultural science and technology parks of Luzhou City is not synchronized with its urban innovation capacity.Based on the background described above,this paper chooses agricultural science and technology parks of Luzhou City as the object of research.The author has made a great number of visits to these parks,on the one hand,to collect the data against the core indicators of scientific and technological innovation in the table on dynamic monitoring of innovation data of agricultural science and technology parks,and on the other hand,to review the main practices and results achieved by Luzhou City in promoting the scientific and technological innovation of agricultural science and technology parks and summarize typical cases.Through case analysis and data comparison,those common problems of the parks,such as lackluster introduction of innovation subjects,weak innovation impetus and low innovation output,were analyzed.It is found that the less-targeted policy support,imperfect innovation mechanism and incomplete innovation network have restricted the improvement of scientific and technological innovation capacity of parks.In light of those problems found,this paper provides countermeasures and paths for promoting the scientific and technological innovation level of agricultural science and technology parks in Luzhou City and enhancing the parks’ leading role in innovation demonstration,from the aspects of strengthening policy support,promoting mechanism innovation and building diversified networks,by drawing on the development experience of excellent agricultural science and technology parks at home and abroad and based on relevant theories of technological innovation,collaborative innovation,development poles and industrial clusters.
