Research On The Political-Social Synergy Mechanism Of Relative Poverty Governance From The Perspective Of Network Governance

By the end of 2020,the absolute poor have been lifted out of poverty,but this does not mean that poverty has been completely eliminated.In the next stage,the focus of poverty control will shift to relative poverty.After the elimination of absolute poverty,people’s needs have changed from survival needs to development needs,which are mainly reflected in the acquisition of opportunities,the enjoyment of education,the protection of medical care and so on.In the process of pursuing these needs,some people encounter some difficulties,that is,relative poverty.Globalization and the rise of pluralism have made the domestic and international environment of relative poverty governance increasingly complex.In addition,the dynamic,diverse,complex and long-term nature of relative poverty has also increased the difficulty of government governance.It is no longer possible for the government to improve the effectiveness of governance by relying on a single power.The strength of social organizations makes it possible for the government and society to cooperate in governance.Therefore,the government should include social organizations in the governance of relative poverty,so as to form a situation of collaborative governance between the government and social organizations and bridge the advantages and disadvantages of both sides.On the one hand,the government will delegate appropriate power to social organizations and establish a cooperative partnership of equality and mutual assistance with them,so as to form an up-down linkage and give full play to the advantages of both sides.On the other hand,social organizations give full play to their flexible and efficient characteristics,have an in-depth understanding of residents’ daily life,make up for the defects in the governance process,and form a joint force to jointly deal with the difficulties and challenges of relative poverty governance in the future.Along with the deepening research of network governance theory in Chinese academic circle,many domestic and foreign scholars combine the theory and practice to carry out beneficial exploration.From the perspective of network governance theory,this paper takes Y County of H Province as an example,analyzes the construction of governance structure and operation mechanism,expounds the relative poverty of Y County and the cooperative governance of the government and the community,analyzes the dilemma of the cooperative governance of the government and the community on the basis of structural imbalance and operational imbalance,and tries to explore the current dilemma.Finally,by comparing the modes of collaborative governance of relative poverty in different developed countries,this paper tries to draw some experience and lessons from them,and then proposes a long-term mechanism of collaborative governance of relative poverty from the aspects of creating governance environment of collaborative governance of government and social cooperation,optimizing network structure of collaborative governance of government and social cooperation,constructing operation mechanism of collaborative governance of government and social cooperation and strengthening guarantee system of collaborative governance of government and social cooperation.
