Abstract/Summary:
The outbreak of COVID-19 has caused an enormous impact on the world economy,and the ongoing supply chain challenges and inflation in the post-epidemic era still put significant pressure on the global economic situation.As the Russian-Ukrainian conflict caused market turmoil,soaring international oil prices pushed up domestic refined oil prices.The DS refinery,a refining and chemical enterprise under DS,has achieved a capacity of "10 million tons of oil refining and one million tons of ethylene" after more than 60 years of construction and advancement.Nonetheless,the performance management method of the grassroots employees in the workshop,which has been used for a long time in DS refinery,has been unable to play a role in stimulating the enthusiasm of employees and promoting the development of the enterprise.Facing the turbulent market environment,DS Refinery urgently needs to optimize the performance management of its employees in the workshop to meet new challenges.This report interrogates the DS refinery by questionnaire survey method and personnel interview method to analyze the problems existing in DS Refinery’s current performance management method for grass-roots employees in the workshop and the deficiencies in the ongoing performance management reform.Considering the existing problems as low participation of operation and service personnel in the performance plan,no performance appraisal form for operation and service personnel,single performance appraisal subject,lack of performance feedback channels,poor performance feedback interviews,and performance appraisal results only used for bonus calculation.Combining the key performance indicator method,360-degree performance appraisal and other performance appraisal methods,and the five-stage theory of performance management,the optimization objectives,principles,and programs of the performance management of grass-roots employees in DS refinery workshops are proposed.In response to the current issue of the DS refinery performance management system of grass-roots employees,this essay proposes optimization suggestions,for example,the participation of operators and service personnel in the formulation of performance plans,the production of performance evaluation forms for operators and service personnel,the increase of assessment subjects,the opening of performance feedback channels,the improvement of the effect of performance feedback interviews,and the reasonable use of performance assessment results.By optimizing the performance management system of grass-roots employees,try to facilitate DS refinery advance its performance management,make up for the shortcomings in human resource management,and promote DS refinery to create a brand-new situation of high-quality development.At the same time,the research from this report on the performance management optimization of the grass-roots employees in the workshop of the state-owned refining and chemical enterprises also provides a reference for the performance management reform of the same type of enterprises.
