"Modernization of Small Farmers" has always been an issue actively explored by various sectors of society in China.Under the guidance and leadership of the central government,many cases worthy of research have emerged throughout the country,and the T district of C city in Shanxi Province was selected as a typical case of agricultural socialization services in 2021.In order to understand the specific practices and development process of agricultural socialization services in the T district,this article conducts research based on the T district as a case study.This article mainly uses the case study method and supplemented by questionnaire survey method.By comparing and analyzing the changes of different subjects before and after dispersed farmers achieve service scale,it aims to answer the question of how to achieve service scale in the current situation of fragmented farmland and fragmented farmers in rural China,as well as the effects and influences of achieving service scale.The T district has established an agricultural socialization service system around the three major stages of corn production: pre-production,in-production,and postproduction.The district has established an agricultural production trustee service alliance,and the alliance selects the largest-scale agricultural machinery operators as the regional service subjects through its service institutions.The service subjects are important promoters for dispersed farmers to achieve service scale.On the one hand,service subjects generally integrate land in four ways.Firstly,they rely on local social relationships to gradually accumulate land scale.Secondly,they break down the boundaries between contiguous plots of land to increase land scale.Thirdly,after the scale has a certain foundation,service subjects rely on the low-price,high-quality characteristics of their services to win in competition,attract dispersed farmers to participate,and promote land integration.Finally,service subjects absorb the remaining dispersed farmers through scale effects.Since few suppliers provide services to individual farmers,the remaining dispersed farmers will face the dilemma of "one machine is hard to find" if they do not participate in unified scale services,which leads to their gradual absorption and land integration.On the other hand,service subjects also integrate services in four ways: firstly,they prioritize service scale expansion according to service demand priority;secondly,they reduce local competition by publicizing prices;thirdly,they increase profit channels to gain integration momentum,and obtain higher negotiation status and more profits through the scale advantages formed by integration;fourthly,they establish characteristic financing channels to facilitate financial support for service providers.After land and services are integrated,their supply effects are also very significant.This model not only increases the income of farmers and service providers from an economic perspective,expands the coverage of agricultural services,and promotes the development of agricultural insurance services,but also promotes the comprehensive development of "agriculture,rural areas,and farmers" on a social level and enhances the solidarity of rural residents.However,both farmers and service subjects face different problems in this model.The article proposes suggestions to strengthen policy support,infrastructure construction,service integration,and land protection to address these issues.
