| China has entered a new stage of agricultural and rural modernization development,and the issues related to agriculture,rural areas,and farmers cannot be ignored.They are still the top priority of the entire Party’s work.Agricultural production trust services are an important work lever to drive ordinary farmers to develop service scale management and connect modern agriculture.In 2023,the No.1 central document of the Central Government proposed to promote the development of agricultural socialized services,and vigorously develop socialized services such as alternative farming and planting,agent management and collection,and whole process trusteeship.As a major agricultural province and major grain producing area in China,Heilongjiang Province has made significant contributions to ensuring national food security.However,the aging population and the transfer of young labor to cities have led to a shortage of rural labor.In order to solve the problem of rural labor shortage and ensure food security,Heilongjiang Province actively responds to national policies and takes the lead in promoting agricultural production trust services throughout the province.At present,the development of agricultural production trusteeship services has achieved significant results,with the number and area of trusteeship service entities increasing year by year.However,the development is still in its infancy,and there is still a lot of room for comprehensive implementation of agricultural production trusteeship services.Service efficiency can measure the relationship between input and output,reflect the service quality and service ability of the entrusted entity,and thus reflect the importance of improving the efficiency of agricultural production entrusted services.Improving the service efficiency of agricultural production entrusted service organizations is an inevitable requirement for promoting the development of agricultural production entrusted services.The research object of this article is the supply entities of agricultural production trust services in Heilongjiang Province.Based on transaction cost theory,economies of scale theory,division of labor and specialization theory,and institutional change theory,the current situation and problems of agricultural production trust services in Heilongjiang Province were analyzed.On this basis,the DEA model was used to evaluate the efficiency of agricultural production trust services in Heilongjiang Province,and the results showed that the service efficiency level was relatively low.Once again,the Tobit regression model was used to analyze the factors that affect the efficiency of agricultural production trusteeship services in Heilongjiang Province.Empirical analysis was conducted on 11 influencing factors: trusteeship land area,establishment period,number of agricultural machinery,rules and regulations,member training,government support level,new agricultural technology level,humanistic level of responsibility,age of the person in charge,and financial support.It was found that the cultural level of the person in charge There is no significant relationship between the age of the responsible person and financial support and the efficiency of agricultural production custody services in Heilongjiang Province;The area of entrusted land,establishment period,number of agricultural machinery,rules and regulations,member training,government support,platform construction,and new agricultural technology level have a significant positive impact on the efficiency of agricultural production entrusted services in Heilongjiang Province.Finally,based on the above conclusions,suggestions are proposed to improve the efficiency of agricultural production trusteeship services in Heilongjiang Province: firstly,to develop an appropriate scale of services;Secondly,strengthen government coordination and management;Thirdly,improve the evaluation and supervision system;Fourthly,strengthen the cultivation of professional talents;Fifth,improve the level of standardization in production and operation;The sixth is to play the role of financial and insurance support and protection. |
