The Research On Land Trusteeship And Scale Management Of Agricultural Service

A prominent mark of modern agriculture is scale management,which has two different directions.One is scale management of agricultural production,and the other is scale management of agricultural service.In order to expand production scale,some new types of agricultural businesses,such as large and specialized businesses,family farms and agricultural enterprises try to enlarge management scale by way of land transaction.However,some problems have been exposed in the implementation process of land transaction.For example,some farmers do not have the enthusiasm for land transaction,and some agricultural businesses do not have a perfect management system for their land.Therefore,land trusteeship becomes the new scale management model of agricultural service,which can promote agricultural scale management and improve agricultural productivity.Land trusteeship is a new type of management service where some agricultural organizations with certain conditions give full agricultural service or parts of them to agricultural businesses,including farmers,farmer cooperatives and family farms.At present,the research on land trusteeship from some experts and scholars is just in the exploring stage.The correlative theoretical system is still immature.Firstly,this paper will analyze and demonstrate some general theories of land trusteeship,such as its inner logic,condition and background,forms and characteristics.Secondly,from the perspectives of specialized social division of labor,industrial convergence and the innovation of service system,this paper will explain the realization path of scale management of agricultural service.After that,the mutual promotion relationship between land trusteeship and scale management of agricultural service will be illustrated through comparative analysis of some typical corps before and after land trusteeship.Afterwards,some difficulties and problems will be analyzed based on the analysis and summary of land trusteeship in some typical area of Shandong Province.Finally,this paper will put some targeted suggestions for the further development of land trusteeship according to the relevant problems,which mainly include: doing the further theoretical research on land trusteeship,reinforcing the connections between all agriculture-related departments,training professional farmers and management personnel,improving and upgrading the equipment for land trusteeship,and encouraging the land trusteeship at the policy level.
