As China’s 14 th Five-Year Plan gradually unfolds and the social and economic environment faces new challenges,the first step for state-owned enterprises to sustain their innovation and development vitality in today’s rapidly developing economy is to continuously improve the organization’s ability to learn on its own and cultivate human resources.It is clear that focusing on recruitment to find talent for critical positions is a quicker and less expensive strategy for businesses when they consider the financial and time expenses of employee training.Yet,these new employees at the new company may depart for a variety of reasons,creating a relatively wide psychological gap and driving up an organization’s employment expenditures Then,in order to provide new hires with quality induction training that will help them develop quickly and become qualified employees in a short amount of time,businesses must further optimize the new employee training program in accordance with the development goals of the enterprise and the individual needs of new hires.Training new hires is therefore important for the growth and usage of an organization’s whole human resource pool both economically and strategically.The body of domestic and international research on competency is currently fairly complete,has developed a sound theoretical framework,and has become increasingly prominent in corporate training practice.This research serves as a valuable resource for the efficient implementation of corporate training for new hires.With oil depots,terminals,and ships in numerous coastal Chinese towns,ZS Fuel Supply Company is a sizable state-owned company that supplies fuel resources in China.This study,which uses ZS Fuel Supply Company as an example,starts with competency theory and incorporates theories of training management,training requirements analysis,and training evaluation methodologies.Following field research on ZS Fuel Supply Enterprise,the training system for new employees of ZS Fuel Supply Enterprise is analyzed using survey methods such as employee questionnaires and personnel interviews,and the five major problems of ZS Fuel Supply Enterprise in new employee training are then summarized in detail based on the survey results.Second,the challenges and the actual business and development direction of the ZS fuel supply firm were used to optimize and construct the existing new employee training system.Lastly,according to the optimization path of new employee training program,relevant steps are provided to guarantee the optimization effect of new employee training system.
