The establishment of rural collective commercial construction land market has released the vitality of rural land in Deqing County and improved the efficiency of resource allocation of construction land.However,due to the imperfect policies and rules,the market transaction is full of risks,which will weaken the enthusiasm of the transferee enterprises.Deqing County,as a pilot area of rural collective construction land,has achieved good practical results,so this paper selects this area as the research area.Using 2022 Zhejiang deqing county 126 enterprise research data,the transaction cost theory,using the DEA model to measure the management efficiency of rural collective construction land enterprises,and use the Tobit model from the specificity of assets and transaction uncertainty of two main dimensions of the influence of trading risk variables on enterprise management efficiency.The results show that the average operating efficiency of 126 enterprises is 0.329,the pure technical efficiency is 0.442,and the scale efficiency is 0.854.There is still a large room for improvement in the operating efficiency and pure technical efficiency.In terms of the specificity of assets,whether the person in charge of the enterprise is the local and the annual output value of the enterprise significantly affects the operation efficiency;the scale of the transaction plot and the total input cost of the enterprise;in terms of the uncertainty of the transaction,the transaction price decision significantly affects the operation efficiency of the enterprise.In order to promote the process of entering the market,promote the healthy development of enterprises and improve the operating efficiency of enterprises,effective measures need to be taken.At present,it is necessary to select suitable business operators,especially the local people who have the production experience of the local enterprises;reasonably determine the operation scale to avoid the idle cost waste risk of the epidemic situation,guarantee the right to use the rural collective construction land,improve the market entry rules,reduce the transaction cost,shorten the transaction time,reduce the transaction risk,and increase the policy support for the enterprises choosing the market plots. |
